Gameplay has always mattered more - to the players. The issue is that when you, the developer, are showing off the early version of your game to the non-gamer, strongly-opinionated suits who control your salary, you must show them stuff that impresses them. They're not impressed by gameplay because they don't understand it. They CAN see graphics and fps. Also, those same suits for some reason are required to ask for something or pee in your oatmeal every time you show them something. Apparently if they don't ask for some change or addition in every meeting, they feel like they're not doing their job. Some companies have more cancerous and meddling suits than others. Ensemble Studios had the mildest, best suits - they were so good they actually fought to try to fend off the malign MicroSoft suits. Source: working in the video game industry 1988-2012. I will say that I'm sure it's WAY worse today than it was in my time. Every time someone says, "Hey Sandy do you think you might get back into digital games?" I shudder at the current environment.
