If Toby Fox doesn’t want to do a translation for whatever reason, ill-conceived and weird as it may be, he has the right to do that because it’s his creation to do with as he pleases.
The author of a work does not have some special debt to pay just because his work got popular.

I think demanding a translation is completely reasonable and clearly has results. I can't read Dostoevsky as it was originally written but the painstaking work that translators do makes it accessible and deeply meaningful.
