BDM submits representation on DoT OM dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL : Bharatiya Doorsanchar Manch ( @BDM_BSNL ) has submitted its suggestions on the DoT Office Memorandum dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL. BDM has sought a review of the committee framework and requested inclusion of *regular BSNL stakeholders and recognized associations in the consultation process.* Click here for Letter aigetoachq.org/wp-content/upl… BDM has also emphasized the need for fairness in HR policies, protection of career progression of regular executives, and a uniform approach in matters affecting BSNL’s permanent workforce. Bharatiya Doorsanchar Manch (BDM) has raised a major concern raised on continued possibility of using the committee framework to justify perpetual deputation arrangements and policies favouring outside decision-makers over regular BSNL employees. BDM clearly stated that any effort to continue deputation arrangements beyond 31.12.2026 should be avoided, and officers willing to serve in BSNL should do so through absorption, in line with fairness and institutional accountability. The BDM raised the issue of discriminatory service conditions within the same organization. The officers on deputation continue to receive CDA pay scales and benefits of Central Pay Commissions, while regular BSNL employees remain on IDA scales and are denied PSU benefits on affordability grounds, even though both draw from the same BSNL financial system. It is imbalance inequitable and demoralizing for the permanent workforce. Promotions and career progression of officers on deputation to BSNL against the posts reserved in BSNL cannot be treated as a justified arrangement being contrary to the DPE as well as DoP&T guidelines, especially when regular BSNL executives continue to face stagnation, discrimination, and denial of basic career progression opportunities despite being similarly qualified and similarly being experienced. *The practice of promoting officers on deputation to BSNL against BSNL Reserved Posts must immediately be stopped to protect the sanctity of DoP&T/DPE guidelines issued in this regard. The concept of One PSU-One Policy must be implemented in BSNL.* In addition, the terms of reference for the committee should also contain devising a clear accountability framework for the policy makers who are running the company for the last 25 years with a clear focus on why BSNL could not develop its internal management hierarchy in these years. Bharatiya Doorsanchar Manch requests and urgent intervention in the matter so that any policy affecting the future of BSNL must be shaped with inclusive participation of its permanent stakeholders. నాకు రోజు పేపర్ చదవడం అలవాటు. #ఇరాన్-అమెరికా మధ్య యుద్ధం గురించి చదువుదామని కూకట్పల్లిలో దినపత్రిక కోసం వెతకదానికి బయలుదేరాను. నా వెనకాల ఒక బుడతడు నడుస్తున్నాడు. వాడిని అడుగుదామా అనుకుని…కుర్రకుంక వీడికేం తెలుస్తుందని ఒక ఆటో డ్రైవర్ ని అడిగాను. అతను తెలియదు అన్నాడు. నేను అడగడం ఈ బుడతడు విన్నాడు. నాకు తెలుసు అక్కడ షాప్ లో ఉంటుంది అన్నాడు. చూపిస్తావా అంటే సరే అన్నాడు. నువ్వు ఎక్కడికి వెళ్తున్నావు అంటే, మా నానమ్మ ఇంటికి అన్నాడు. మధ్యలో బోలెడు కబుర్లు చెప్పాడు. వాడి పేరు ఋషి. వయసు 9 ఏళ్లు. ఇంట్లో వీడికి ఇద్దరు చెల్లెళ్లున్నారు. తండ్రి ఆటో డ్రైవర్. అమ్మ ఒక దుకాణంలో పని చేస్తుంది. ఋషి ప్రభుత్వ పాఠశాలలో 3వ తరగతి చదువుతున్నాడు. తెలుగు మీడియమా ఇంగ్లీష్ మీడియమా అని అడిగితే, అన్ని నేర్పిస్తారు ఇంగ్లీష్ తెలుగు సైన్స్ మ్యాథ్స్ అన్నాడు. నా ప్రశ్న అర్థం కాక. తెలుగులో పద్యాలు నేర్చుకుంటున్నావా అంటే అవునన్నాడు. ఏది ఒక పద్యం చెప్పమంటే, ఉప్పు కప్పురంబు పద్యం చెప్పాడు. సరే ఇంతకీ నీకు దానికి అర్థం తెలుసా అంటే సరిగ్గా తాత్పర్యం చెప్పాడు. నాకు అబ్బురము వేసింది. అతని తెలుగు మాస్టర్ ని అభినందించాలి, ఇంత చక్కగా పాఠం చెపుతున్నందుకు అనుకున్నాను. సరే నువ్వు పద్యానికి అర్థం చెప్పావు కదా, పద్యంలో చెప్పినట్టు మనుషులు అందరూ ఒక రకంగా ఉండరు. కొంత మంది చెడ్డ వాళ్లు కూడా ఉంటారు. ఇలా ఎవరితోపడితే వారితో వెళ్తున్నావు, మరి నిన్ను ఎత్తుకుపోతే ఏం చేస్తావు అని అడిగాను. నా దగ్గర ఫోన్ ఉంటుంది కదా పోలీసులకు ఫోన్ చేస్తా అన్నాడు ధైర్యంగా. వాడిని చూస్తే నా బాల్యం గుర్తొచ్చింది. ఆ వయసులో నేను కూడా ఏ భయంలేకుండా ఇలాగే తిరిగే వాడిని. ఇప్పుడు మా అబ్బాయికి 14 ఏళ్ల వచ్చిన ఒక్కడిని వదలాలంటే భయమే. ఋషికి ఏదన్నా కొనిద్దామని ఇక్కడ స్టేషనరీ షాప్ ఎక్కడుంది అని అడిగాను. దారిలో ఒక supermarket చూపించి ఇందులో స్టేషనరీ కూడా దొరుకుంటుంది అన్నాడు. లోపలికి వెళ్లి ఒక పెన్సిల్ బాక్స్ కొన్నాను. వాడు నెమ్మదిగా పక్కనే ఉన్న ఫెర్రారో రోచే చాక్లెట్లను కూడా ఇచ్చాడు బిల్ చేయడానికి. ఓరి భడవ అని నవ్వుకుని, వాళ్ల నానమ్మ ఇంట్లో దిగబెట్టాను.

Gratitude to BMS, Times of India, and The Tribune for Championing BSNL & MTNL Issues On behalf of the employees and retirees of BSNL and MTNL, we wish to express our profound gratitude to the Bharatiya Mazdoor Sangh (BMS) @BMSkendra for their steadfast advocacy. By submitting a formal memorandum based on resolutions from their 21st All India Triennial Conference, BMS has brought our critical demands to the highest levels of government. We are especially grateful for the strong support regarding: The implementation of 3rd Pay Revision Committee (PRC) recommendations for BSNL and MTNL employees and implementation of standard pay scales of E2 and E3 in #BSNL. The extension of full pensionary benefits as per Rule 37-A to ensure the long-term security of the BSNL/MTNL Recruited workforce who are not covered by government pension. BMS adopts BSNL-Specific Demands in its Memorandum to Ministry of Labour : Dear Friends, We extend our sincere thanks and gratitude to all of you for coming forward and supporting the call of Bharatiya Mazdoor Sangh (@BMSkendra ). Your participation has strengthened the collective voice of #BSNL employees at a very crucial stage. We express our heartfelt thanks to the central leadership of BMS for adopting the resolution to pursue the 9-point charter of demands submitted by Bharatiya Doorsanchar Manch (BDM). Importantly, the core demands of BSNL employees, namely implementation of 3rd PRC, Standard Pay Scales and Superannuation Benefits for BSNL Recruits have been prominently included in the Memorandum submitted to the Ministry of Labour at Shram Shakti Bhavan, New Delhi today. The BSNL-specific demands reflected in the main Memorandum are: 1] Implement 3rd PRC recommendations and standard pay scales for BSNL/MTNL employees.​​ 2] Extend full pensionary benefits as per Rule 37-A to BSNL/MTNL recruits. For the first time in history, a major national trade union has adopted BSNL-specific demands with such clarity and emphasis. This significant development has brought the issues of 3rd PRC, standard pay scales, and 30% superannuation benefits for BSNL recruits to the highest level through the world’s largest trade union platform. We firmly believe that sustained persuasion at the topmost level is the only effective way to achieve resolution of the long-pending issues of 3rd PRC implementation and fulfilment of the residual issues of 2nd PRC related to pay scales and superannuation. ALL UNIONS & ASSOCIATIONS OF BSNL UNITE AGAINST SET RECRUITMENT! 🤝 ✊ A joint letter signed by the General Secretaries of All Unions and Associations (BSNLEU, NFTE, SNEA, AIGETOA, AIBSNLEA, SEWA, etc.) has been served to the CMD BSNL regarding the "Black Order" of SET Recruitment . Key Demands & Highlights: 1️⃣ Immediate Scrapping: We strongly protest the notification dated 29.01.2026 and demand the total scrapping of the SET Recruitment process. 2️⃣ Stop Discrimination: Management cannot use the "DoT Model" for recruitment while citing the "DPE Model/Affordability" to deny benefits to internal employees. 3️⃣ Internal Talent First: BSNL has highly qualified executives/non-executives who deserve promotion. Recruitment at higher levels is unnecessary and blocks our career progression. 🔥 ULTIMATUM : If this anti-employee process is not stopped immediately, we will be forced to launch severe organizational actions.
