I love travelling on Uganda Airlines. It feels so Ugandan I am wondering why doesn't @UG_Airlines operate domestic budget flights to Arua, Gulu, Kidepo, Soroti, Mbale, Jinja, Masaka, Hoima, Mbarara, Kabale at affordable rates like say 300,000 UGX. Imagine a 50-Seater Kajjansi-Mbarara-Kabale-Hoima-Kajjansi Kajjansi-Jinja-Mbale-Soroti-Kajjansi Oba I am just dreaming!

The Politics of Desperation: Uganda’s Elites and the Scramble for Political Appointments Uganda’s governance crisis is no longer sustained by force alone; it is increasingly lubricated by silence. That silence, however, is not accidental. It is the direct product of an intense scramble for political appointments that has turned large sections of the country’s elite into cautious spectators rather than principled voices. Across academia, professional circles, and technocratic spaces, many elites have learned that speaking truth to power carries real costs. Criticism of corruption, constitutional abuse, poor service delivery, or elite impunity can instantly shut the door to political favor. In a system where appointments are personalized and discretionary, silence becomes a strategy. The result has been a steady degeneration of governance, not because problems are unknown, but because too many who understand them are afraid to speak. This scramble has fundamentally altered elite behavior. Public commentary is carefully calibrated. Words are weighed not for their truth, but for their potential impact on one’s political prospects. Some individuals who privately express outrage at bad governance publicly adopt neutral or even defensive positions, hoping to remain “safe” for future consideration. Principle is postponed indefinitely, pending appointment. At the heart of this crisis is the high commercialization of politics. Political office in Uganda has become extraordinarily lucrative; financially, socially, and symbolically. Access to allowances, vehicles, security, foreign travel, informal influence, and post-office opportunities has made even relatively junior political appointments more commercially rewarding than senior professional roles. This distortion explains why, for some elites, a junior political appointment can now appear more attractive than a prestigious academic position such as a vice chancellorship. For someone like Dr. Muganga, the calculus reflects a wider structural problem: politics now promises faster financial security and elite relevance than decades of professional excellence. In such an environment, it is unsurprising that ambition gravitates toward politics, even at the cost of credibility. It is within this context that the controversy surrounding citizenship has played out. Instead of soberly addressing the statutory and constitutional questions raised by dual citizenship, the public debate has been diverted into emotionally charged ancestral symbolism. References to parents’ graves, lineage, and cultural belonging have been elevated as proof of citizenship, as though constitutional law were settled by sentiment. This desperation to prove belonging through ancestry rather than law exposes the anxiety that accompanies the scramble for appointments. The issue at hand is not emotional attachment to Uganda, nor cultural identity. It is whether the statutory requirements regarding dual citizenship have been complied with; whether any foreign allegiance exists and whether it has been lawfully renounced where required. These are legal questions, not symbolic ones. Turning ancestral history into political theater does not resolve statutory challenges; it merely avoids them. Worse still, it signals to the wider elite that emotional performance can substitute for legal accountability if one is sufficiently connected or useful to power. What is most troubling is the lack of understanding the distinction between cultural identity and legal citizenship. No amount of ancestral symbolism can substitute for accountability under the law. Uganda’s governance crisis is therefore not only about those who rule, but about those who calculate. Until elites are willing to lose appointments in order to defend principle, the scramble will persist, and desperation will continue to masquerade as patriotism, legality, and loyalty. In the end, no political appointment is worth the cost of integrity.

@nsengoba I really wonder when these laws come into force — everyone thinks you can ignore the law in their favor but implement them when suppressing others. He's been the CEO of that authority from 2011 but still wants to continue serving even when the law bars him from continuing. UG!

Victoria University Vice Chancellor Dr Lawrence Muganga has accused Deputy Speaker Thomas Tayebwa of harbouring hatred towards Banyarwanda and orchestrating his rejection by Parliament's Appointments Committee. In a statement posted on X yesterday, Dr Muganga dismissed claims by controversial Kasambya County MP Daudi Kabanda that he was rejected because he holds Ugandan, Canadian and Rwandan passports hence there is no way he can be trusted with a government office. But in his defense Dr Muganga, said he does not hold a Rwandan passport and the allegation was introduced by Tayebwa during the vetting process because he was scared of his knowledge. It should be noted that President Museveni is the one who persuaded Dr Muganga to stay in Uganda so that he can in the changing of Uganda's colonial era education system which he also accepted despite earning more in Canada than Uganda.

Thank you for this insight VC, but as far as I know, and basing on the records from Parliament, all the other nominees who had the same issue like yours presented to the committee evidence of renounciation of American citizenship. Just to prove them wrong, did you present the same to the committee ie for Canada and Rwanda? Just a point of privilege, I have been a member of the appointments committee for the last five years and I know how it operates basing on the rules. The narrative of Hon. Tayebwa wanting to fail you because the committee must fail at least one person is not true because the President has been appointing people to serve in different departments and we have never failed any basing on the above accusations. We have very many banyarwanda serving government even as ministers and no body has ever victimized any because they’re Banyarwanda.

We have it ON RECORD — Hon. @Thomas_Tayebwa’s own words: “In every vetting session we have to fail someone, and this time it had to be you, Dr. Muganga.” Read that again. This rejection was decided before the process even began. It was never about passports, qualifications, or integrity. It was personal. It was calculated. It was discriminatory. And in due course, we shall release the audio that proves it. Stay tuned. Hon. Kabanda, what I experienced in that committee was not parliamentary oversight. It was hatred. It was discrimination. It was racism, directed at me simply because I am a Munyarwanda. Let me be clear: We Banyarwanda are Ugandans. We were born here. We pay taxes here. We build institutions here. We have given our lives to serve this nation. I personally have spent decades working tirelessly for Uganda, conducting thousands of interviews, engaging with thousands of people, sitting in hundreds of boardroom meetings across 56 countries. In all those years and in all those rooms, I have never once encountered the kind of hostility that Hon. Tayebwa directed at me. Not once. And to this day, I cannot understand the depth of hatred he carries toward Banyarwanda. I do not have to take my word for it. Ask the other members of the Appointment Committee, including those from the Opposition side. They were there. They witnessed it. So I ask one simple question: what is Hon. Tayebwa so afraid of? What remains hidden that my presence at Internal Affairs would threaten to uncover? Uganda belongs to ALL its citizens equally. Banyarwanda included. We are not second class citizens. We will not be treated as such. This selective and discriminatory application of the law must be called out loudly, and it must stop. The law is not a weapon to be aimed at one community of our own people. We are Ugandan. We belong here. And we will not be silenced. #EqualityForAll #BanyarwandaAreUgandan 🇺🇬
