Can Vivek fulfill his mission of "shutting down" the bureaucracy as Secretary of State? Yes, here's how: The SOS is the CEO of the State Department, which has over 70k employees. As CEO, Vivek would have the authority to both terminate federal employees within the department and to cut down on its regulations. But what about the countless other agencies and millions of other federal employees you ask? Well, I think we need to step out of our little bubble for a moment and recognize the fact that the vast majority of Americans view Vivek's plans of slashing 75% of the federal workforce as a radical pipe dream. We don't even know if Trump is fully on board with this mission. Keep in mind that Vivek's proposed methods to shut down the administrative state have not yet been tested. They are based on a disputed interpretation of a statute and recently adjudicated SCOTUS case law. Further, Vivek himself has acknowledged that his plan will be challenged through litigation and mistakes will be made along the way (e.g. cutting muscle). As SOS, Vivek will have the opportunity to use the State Department as laboratory to work out the kinks. If things go wrong, such as terminations being reversed, it will cause minimal domestic disruption. In contrast, if you tried out this experiment across the entire federal government and things go astray, the results could be catastrophic. If Vivek is ultimately successful in thinning out the State Department, he will prove to Trump and the rest of Americans that his plan is feasible, and he will have a working blueprint that can then be applied to the other federal agencies.
