Catch and release for the first time non violent offenders. Jail time for 2nd offense. Shallow grave for every one else.

Imagine the deterrence this would cause. If invaders knew that they could be fired upon at the Rio Grande they'd think twice. The optics alone could prevent so much. Why wouldn't we fire upon potential terrorists and deliberate law breakers advancing on us?
