It' puts the burden on the state and if you are lying you have committed purgery. You do not need to put your original documents in the mail.

Murkowski said today that under the SAVE Act, a couple in remote part of Alaska would have to take flight to Anchorage at a cost of $2,000, bring/fund/secure documents, spend a day off work, maybe leave kids at home: ie, a huge burden. She also strongly opposes objects to immediate effective date so people can’t plan such trips.
