@Cacophanus I actually have heard of the "secret investor" talk, and apparently it has been true with several publishing companies who give a lot of money to studios, and the remaining money actually doesn't get mentioned in their budget.

@Cacophanus Are you referring to this passage from the article? If so, I understand what you mean now. Yeah, it's unecessarily greedy when game publishers lay off devs whose projects not only recoup their operation costs, but make money back for them.

@Cacophanus @iam_KeyC There's probably a lot of games that Get held back design wise because of their gacha foundation, so it actually would benefit games more design wise if it was fully functional, and focused more on quality design > micro transactions and loot systems.

I disagree. These are artificial barriers to block something that can be easily implemented, and no separate currency would be required. Moreover, if this offline mode is part of a guideline requirement, then it would be able to be included with no extra cost.
