Congress of course. Any law has a set of leaches attached to it that narrowly benefit from it. So even now, you have a hue and cry from domestic truckers who have seen reduced revenue due to its temporary repeal.
So while the benefits to the economy at large are very positive, they are diffuse, so the population won’t reward politicians for a repeal. Meanwhile the much smaller number of beneficiaries of something like the Jones act benefit greatly from it and thus are motivated to lobby (bribe) Congress to keep it.
Tl:dr standard political corruption.

Not in the column: I mapped all the American commerce the Jones Act waiver has thus far enabled - transactions that would normally go to foreign suppliers or via ridiculous workarounds (incl interstate traffic!).
