@Loftybam I would argue smoking addiction removes the 'free will' as cigarettes smokers are reliant nicotine in tobacco. smoking-related illnesses cost the nhs billions yearly too. This is the best way to prevent future smokers. Compared to a flat tax which makes smokers poorer
