Hosts permission. To not get a refund even for the full bill of the locksmith is a disgrace and you should be embarrassed for how you've handled this. To then mark my case as closed when I asked to speak to a supervisor is downright outrageous.

@asda our order was meant to be delivered at 7pm on Saturday, driver just didn't turn up and still haven't refunded our money as of 10:23 on Monday morning.
