The African Union Commission Chairperson Welcomes the China–Pakistan Five-Point Initiative on the Situation in the Gulf and Middle East Region. The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, welcomes the Five-Point Initiative jointly advanced by the Government of the People’s Republic of #China and the Government of the Islamic Republic of #Pakistan, aimed at restoring peace and stability in the Gulf and Middle East region. The AUC Chairperson @ymahmoudali notes that the Initiative constitutes a timely and constructive contribution to ongoing international efforts to de-escalate tensions and advance a political and diplomatic pathway. Its emphasis on an immediate cessation of hostilities, the protection of civilians, respect for international humanitarian law, and the safeguarding of maritime security reflects key elements required to contain the current crisis. H.E. Mahmoud Ali Youssouf reiterates his deep concern over the continued escalation in the region, noting that its effects are already being felt globally, including on energy supply chains, food systems, and economic stability—particularly in Africa, a continent already confronting multiple and intersecting challenges. He calls for restraint, urgent de-escalation, and sustained engagement, stressing that all parties must act fully in accordance with international law and the United Nations Charter to safeguard international peace and security. He underscores that a durable resolution can only be achieved through dialogue and negotiated solutions. The AUC Chairperson reiterates the African Union’s readiness to work with international and regional partners in support of efforts aimed at de-escalation and the promotion of peace and stability in the region. Ethiopia has assumed the Chairship of the Peace and Security Council of the African Union (AU PSC) for the month of April 2026 and will officially commence presiding over the Council’s agenda on April 7, 2026. This marks the first time Ethiopia will chair the Council since rejoining it in April 2025. During its chairship, Ethiopia will lead the Council’s deliberations on a range of key peace and security matters concerning the continent, encompassing both country-specific and thematic issues. Ethiopia’s chairship will formally commence with a flag-hoisting ceremony on April 7, 2026, marking the official welcome of the newly elected members of the African Union Peace and Security Council. Ethiopia has been a member of the African Union Peace and Security Council since its establishment in 2004 and has previously served four terms prior to rejoining the Council in April 2025.

During his visit to Morocco to participate at the 58th Fifty-eighth session of the Conference of African Ministers of Finance, Planning and Economic Development, the Chairperson of the AU Commission, H.E. Mahmoud Ali Youssouf visited the Port of Tangier, where he was received by Mr. Mehdi Tazi-Riffi, the CEO of Tanger Med Port Complex, the leading port in the mediterranean and Africa & other senior management of the Port. The visit to the port aimed to appreciate Morocco’s advanced expertise in infrastructure development, particularly in port management. "As Africa’s top-ranked port and 17th globally, Tangier stands as a model of efficiency, innovation, & strategic vision", said the Chairperson. H.E. Mr Youssouf noted that such success offers valuable lessons for the continent, especially as Africa advances the AfCFTA and seeks to boost intra-African trade. Strengthening port infrastructure is key to reducing trade costs, improving connectivity, and accelerating regional integration. He @ymahmoudali emphasized the importance of knowledge-sharing and peer learning, underscoring that Morocco’s experience can support other African countries in developing modern, competitive ports. On his part, Mr. Mehdi Tazi-Riffi, the CEO of the Port of Tangier assured the Chairperson that Morocco is committed to promoting collaboration & investment to scale up infrastructure development across Africa. J’ai appris avec une profonde tristesse la disparition de Mohamed Ibrahim, ancien Président de la République par intérim. En cette douloureuse circonstance, la région de Hambou et la localité de Mdjoiézi perdent un grand commis de l’État, reconnu pour sa droiture et son sens élevé de l’intérêt général. Plusieurs fois Ministre, ancien Directeur général d’Al-Watwan, ancien cadre du PNUD @PNUD_Comores et premier Président de la CENI, il laisse le souvenir d’un engagement constant au service de la République. J’adresse mes condoléances les plus attristées à sa famille, à ses proches ainsi qu’au peuple comorien. Paix à son âme.

Had the opportunity to confer with colleague H.E. @Dr_JeanKaseya on the sidelines of the Fifty-eighth session of the Economic Commission for Africa: Conference of African Ministers of Finance, Planning & Economic Development in Tamgiers, Morocco this morning. I share his optimism that, despite nearly 40% of health resources in Africa being lost to inefficiency & poor governance, addressing these gaps could enable the continent to unlock billions for health.

During this morning's opening session of the ministerial segment of the Fifty-eighth session of the Economic Commission for Africa Conference of African Ministers of Finance, Planning and Economic Development in Tangier, Morocco, H.E. Mahmoud Ali Youssouf, Chairperson of the AU Commission, joined H.E. Nadia Fettah, Minister of Economy & Finance of Morocco, H.E. @NOIweala, DG of the @wto, H.E. @ABaerbockArchiv, President of the UN General Assembly, & H.E. @claverGatete, Executive Secretary of ECA, to emphasise the urgent need for #digital sovereignty. The Chairperson @ymahmoudali opened with a central question, “How do we bridge the widening digital divide?” He noted that internet access in Africa remains constrained by three key bottlenecks, energy, transport infrastructure, & financing. “Achieving digital sovereignty means fixing these foundations,” he stressed. From fintech to AI & data centres, innovation requires significant investment. While global powers invest billions, Africa must mobilise its own resources, including pension funds, & create attractive, well-regulated markets, he added. “In a world of shrinking external financing, self-reliance is no longer optional; innovation is the path forward”, he said. Today in Addis Ababa, I signed the condolence book at the Embassy of Algeria @AmbalgAddis in honour of H.E. Liamine Zeroual, former President of the People’s Democratic Republic of #Algeria. I paid tribute to a distinguished statesman and conveyed heartfelt condolences to the Government and people of Algeria, and to his family.
