- remove double bans (many ways to do this)
- allow at least three stacking in Celestial
- IP ban throwers

For Lucio, the only change needed to take him out of hard meta is to give some form of speed boost to another MS. Maybe a perk for Brig that gives speed boost on packs.

season 7 needs to introduce more bans in ranked and shake up the meta by making MASSIVE changes
there is no point in playing it so safe by barely touching the S-tier heroes, nerf them all to the ground so we can see some variety
