I would say it depends if the starter provide value on top of just and "Hello world" to glue basic stuff. The Hello World can be just Skills/prompts. But if the starter provide more then it would be a template ultra docu-commented for agents to navigate it. Template installation can be included in the Skills. So starting point is Skills but valuable starter could persist on the side in a slightly different form.

Releasing add-mcp - add-skill but for installing MCP servers MCP suffers from the same problem as agent skills: every agent ships its own config files. This makes installing MCP servers super annoying and add-mcp is meant to fix that.
