IAEA support for advanced nuclear techs must be matched by consistent #safeguards standards. #India’s PFBR at #Kalpakkam operates outside #IAEA oversight, raising serious questions about transparency and the credibility of global #nonproliferation norms. @DAEIndia #NuclearSafety
Rafael Mariano Grossi@rafaelmgrossi

Impressive progress by India in achieving criticality of the Prototype Fast Breeder Reactor at Kalpakkam, a key step forward in fuel sustainability and the future of nuclear energy. The @IAEAorg will continue supporting the safe and secure development of 🇮🇳’s nuclear programme. Congratulations, Prime Minister @narendramodi! @DAEIndia @PMOIndia

The whole world knows who mattered when the region needed calm. Strange that India still struggles to say Pakistan out loud, even when reality leaves no room for denial. Some roles are too obvious to erase, even from official statements. Pakistan Zindabad 🇵🇰 @MEAIndia

India’s naval nuclear deterrent is the real game-changer. Its growing fleet of nuclear-powered, nuclear-armed Arihant-class SSBNs, INS Arighaat armed with K-4 SLBM (3,500 km range), delivers a survivable sea-based strike option that extends reach deep beyond the IOR. The naval nuclear deterrent capability is powered by fissile material from India’s large unsafeguarded civil/dual-use program. With the third largest inventory of missiles, warheads and fissile material stockpiles, the buildup far exceeds any defensive rationale and risks a full-spectrum arms race beyond the Indian Ocean. The world should worry about this growing threat India generates. Pakistan knows what to do with them. We aren’t afraid. Borrowing from Churchill: it will only make the rubble bounce. x.com/zahirhkazmi/st… @Mansoor_Ahmed76

Broader picture: • India’s unsafeguarded reactors (especially the indigenous PHWRs + breeders) have historically produced significant reactor-grade and weapon-grade plutonium outside IAEA verification. Estimates vary, but unsafeguarded PHWRs alone have contributed hundreds of kg/year in the past; the PFBR adds a new pathway for breeding more. • Reprocessing and fuel fabrication for these facilities are also largely unsafeguarded (though some civil reprocessing is separated). • Under-construction units (e.g., future PHWRs like Kaiga 5–6, Rajasthan 8) follow the same pattern unless explicitly declared civilian/safeguarded later. • India is not an NPT signatory and has a unique IAEA safeguards arrangement (facility-specific, not comprehensive). The 2008 NSG waiver and US-India deal enabled imports for safeguarded reactors but helped India vertically proliferate; military/strategic facilities remain exempt. This West-facilitated wide nuclear enterprise allows India to expand its plutonium stockpile for weapons use while advancing its declared three-stage thorium program. Official Indian statements emphasize the civil/energy independence aspect (especially the PFBR milestone). Although there’s no evidence but there have been concerns about diversion even from safeguarded facilities. The lack of safeguards on eight reactors means that their weapons use cannot be independently verified by the IAEA. All states are equal but some states are more equal than others!! belfercenter.org/sites/default/… 3/3

India has the largest and fastest (un)safeguarded nuclear weapons program in the world. Thanks to the nuclear deal and exceptional waiver by #NSG in 2008, India is racing ahead while the world is running after wrong target, creating a global energy crisis and a widening regional war. The vast nuclear enterprise has a civil-military separation: ~16 power reactors (6380 MW) are under IAEA safeguards and use imported fuel (e.g., Tarapur 1–2, Rajasthan 1–2/3–6/7, Kudankulam 1–2, Kakrapar 1–2, Narora 1–2, etc.). That imported fuel unencumbers its vast indigenous resources to make nuclear weapons. This is a sort indirect horizontal proliferation. The rest (indigenous-fuel PHWRs, breeders, and key research/production reactors) remain unsafeguarded, producing and handling unsafeguarded plutonium. 8 Unsafeguarded power reactors (PHWRs using indigenous uranium ~2400 MWe total): • Kaiga 1–4 (Kaiga, Karnataka) — 220 MWe each (or ~202 MWe net). Operating since 2000–2011. • Madras 1–2 (Kalpakkam, Tamil Nadu) — ~205–220 MWe each. Operating since 1980s. • Tarapur 3–4 (Tarapur, Maharashtra) — 490 MWe and 378 MWe (or similar). Operating since mid-2000s. These PHWRs produce plutonium in spent fuel (reprocessed at unsafeguarded plants like those at Tarapur/Kalpakkam for civil or strategic use). Unsafeguarded fast breeder reactors (key for extra plutonium production): • Prototype Fast Breeder Reactor — Kalpakkam, Tamil Nadu. 500 MWe. Just attained criticality (April 2026). Breeds plutonium in blankets; not under safeguards. • FBTR (Fast Breeder Test Reactor) — Kalpakkam, Tamil Nadu. 40 MWt (~13 MWe equivalent). Operating since 1985; used for fuel testing and experience. Not under safeguards. Unsafeguarded research/production reactors (primary plutonium sources for weapons program): • Dhruva — Trombay (BARC, Mumbai). 100 MWt research reactor. Operating since 1985; produces weapon-grade plutonium (continues to do so). Not under safeguards. • (CIRUS, the older 40 MWt plutonium producer at Trombay, was shut down in 2010 per agreements.) The Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, Tamil Nadu — the one announced by PM Modi on 6 April 2026 — is outside @iaeaorg IAEA safeguards. Modi’s post confirmed it attained criticality (first sustained chain reaction). This 500 MWe indigenous sodium-cooled fast breeder reactor uses mixed-oxide (MOX) fuel (plutonium-uranium) and breeds more fissile material than it consumes via a uranium blanket, producing extra plutonium (and paving the way for thorium use in Stage 3 of India’s program). India has never placed its fast breeder reactors under IAEA safeguards, consistent with the 2005–2008 civil-military separation plan and the India-specific IAEA safeguards agreement (INFCIRC/754, in force since 2009). This means IAEA has no routine access or verification that material from the PFBR (or its blankets) is not diverted to India’s burgeoning nuclear weapons program. India describes it as fully civil, but experts note it enables unsafeguarded plutonium production (weapon-grade if operated in certain modes) See: fissilematerials.org/blog/2014/07/i… & princeton.edu/~aglaser/2007a… 1/n

🔴🔵 “Pakistan is now officially the largest victim of terrorism anywhere in the world. We are seeing three terror incidents every day on average,” says Pakistan’s Ambassador to the US ‼️‼️ Who is then the biggest perpetrator of international and state-sponsored terrorism against Pakistan and helpless people of Kashmir? Doesn’t take rocket science to conclude that there’s only one state India 🇮🇳 that runs with the hare and hunts with the hounds. After 9/11, India 🇮🇳 specialised in claiming victimhood of terrorism while waging it Pakistan. Since they went unchecked for geopolitical and geo-economic reasons, 🇮🇳s were emboldened and targeted Sikh separatists on foreign soils. Time to call a spade a spade. @PakinUSA @PakistanUN_NY

🇵🇰 23 March 1940: The Lahore Resolution turned the Two-Nation Theory into history’s unstoppable force! Muslims of the Subcontinent were always a separate nation with their own faith, culture, history and destiny. One constitution with Hindus could never work. The Resolution declared it clearly: “No constitutional plan would be workable in this country or acceptable to the Muslims unless… the areas in which the Muslims are numerically in a majority as in the North-Western and Eastern Zones of [Subcontinent] should be grouped to constitute ‘Independent States’ in which the constituent units shall be autonomous and sovereign.” This single truth gave us Pakistan. Quaid’s vision. Iqbal’s dream. Our reality. Youm-e-Pakistan Mubarak! Zindabad! 🇵🇰❤️ #TwoNationTheory #PakistanResolutionDay #23March #YoumEPakistan

@DerekJGrossman The fact is Pakistan's nuclear deterrence remains India-centric, any narrative other than that is politically motivated & misleading. But yes, US homeland is definitely in range of Indian ICBM Agni-V with 6000+km range. But Tulsi of course won't mention Indian missile capability

🚨 India’s own Foreign Minister admits: Our foreign policy has ZERO principles! Jaishankar proudly declares opportunism is “India’s culture” — straight from the Mahabharata! Drona chopping Eklavya’s thumb? Indra stealing Karna’s armour? Arjuna hiding behind Shikhandi? All just “traditions”, not cheating! Inconsistency is a VIRTUE. No values, just “keep balls in the air” for multi-polar Asia. This is what replaced secular democracy & principles. That’s their true “strategic culture” now? 🔥 This story worth reading: deccanchronicle.com/opinion/column… @OfficialDGISPR @ciss_ajk @CISS_Islamabad @SVI_Pakistan @bttn_quetta @dratiaalikazmi @AsmaKhawaja5

With New START expired, nuclear arms race heats up: US points fingers at Russia & China’s expansions, but ignores its own $1.5T triad overhaul—while India leads the fastest-growing arsenal. Selective blame erodes trust; preserving testing bans & pushing equitable multilateral talks is key to avoiding codified disparities.
