The Executive Order does not change college sports overnight because the President nor an EO can create new NCAA bylaws or federal law. This EO urges agencies to study the issues and encourages/demands Congress to act “quickly.” There is a political pressure tone to this order. But, until the NCAA, fed courts, or Congress legislate changes, the current NIL, transfer, and eligibility rules don’t change.
