Fellow Ugandans, especially the Bazzukulu. Greetings. Maama Janet and myself, congratulate all of you as you celebrate the birth of Christ more than 2000 years ago.   It is gratifying that Uganda is celebrating Christmas when the whole country is peaceful and there is a lot of agricultural and industrial production. The shops are full and the markets are full.   Yes, there is still poverty among the 30% still outside the money economy (Abakolera ekiddakyoonka, tic me ic keken), but the way-out for them is well laid out and the resources to support the process are available and up-scalable (PDM, Emyooga, ghetto funds, bodaboda fund, etc.).   The corruption by some of the executors is only because it is not reported. Once corruption is reported, it is stamped out. Do you remember Kazinda?   The future is bright. Today, the economy is once again under siege not by war, but by corruption. Governance is undermined not by external enemies, but by internal mismanagement. Service delivery is not failing due to lack of capacity, but due to deliberate leakage of public funds. According to the Auditor General’s 2023/2024 report, billions meant for pensions, health, and district operations remain unaccounted for. Transparency International ranks Uganda 140 out of 180 countries on the Corruption Perceptions Index. These are not abstract numbers, they represent mothers turned away from clinics, students without books, and farmers without roads. Your Excellency, the people of Luweero did not fight for a Uganda where public procurement is a playground for collusion, where strategic investments are obstructed by inflated contracts and ghost projects. They fought for dignity, equity, and a government that serves not siphons. If we are to honor their legacy, we must confront the truth: corruption is not a side issue, it is the central threat to our economic recovery and national cohesion. Until we restore integrity in public finance, service delivery will remain a slogan, not a reality.

Today I went to two government agencies and I was super impressed with the level of service and professionalism. The first one was @UDLSOfficial where knowing people doesn’t matter. The system is just flawless! I was able to go through the whole process in an hour! The communications team supported by Catherine was great to talk to. Excellence when you see it. I then went to Luzira Port Bell to get myself travel documents. The team was exceptional and supported me real quick. The support from the immigration lady called Rujumba was humbling. These are the people we need to always be reminded of how intentional some people can be with their assignments. I wish them the best and I want to say Asante!! 🙏🏿
