Accelerating your vehicle from a stop with someone in your direction of travel is deadly force.

You can argue she panicked, you can argue she tried to murder him, but the point about the wheel spinning is important: if the wheel hadn't spun on the ice, the officer would probably be dead, or at least seriously wounded. He was in grave and immediate danger to life and limb. 100% justified shooting.
