Lots of takes on this today, but one thing people should know is that the comparison to Norway is totally inappropriate. Norway's SWF is funded from public income, not debt, and it's 100% invested in foreign assets to avoid overheating/distorting the domestic economy.

Sovereign wealth funds are surpluses that govts - typically oil-rich regimes - invest as opposed to giving back to citizens.
Canada doesn't have extra money. We have a $1 trillion debt. This is more borrowing.
I'm going to start calling my credit card debt a "wealth fund" too.
