In Uganda, seasonal floods, landslides, and prolonged rains are predictable hazards that repeatedly displace low-income communities in informal settlements and rural areas. Yet response financing often comes only after homes are destroyed and families rendered homeless. We affirm that anticipatory action through pre-arranged financing triggered by early warnings is a smart and rights-based approach. Investing in climate-resilient housing, settlement upgrading, drainage systems, and pre-positioned emergency shelter protects vulnerable Ugandans before disaster strikes. Housing justice demands prevention, not reaction. It makes sense to fund resilience rather than disasters.

On the loans and the fury, a sage writes: As lawyer Alexious Kamangila has rightly observed, you cannot borrow public funds and then demand privacy. Public money carries public obligations. Transparency is not punishment: it is the price of access. What is striking in the reaction is that the outrage seems directed less at the conduct itself than at the act of naming it. Yet naming matters. For a long time, these loans existed only as entries in files and numbers in spreadsheets. When the Minister read out the names, the abstraction acquired faces. If that moment produced discomfort, it may be because it revealed something many suspected: that money meant for empowerment had quietly travelled to the already empowered. History shows that societies often punish the man who turns on the light more quickly than those who were working comfortably in the dark.
