Execution: In every EndBlock, proposals that have expired periods are processed, and the TallyParam tallies the votes from all participants. ⚪️In the circumstance where the proposal is passed the money put down is refunded, and the content Handler executes the list of sdk.Msgs. ⚪️In the case where the proposals' quorum fails or the proposals' are vetoed the deposit is burned, and the proposal is removed from state.
