The data isn't what you think it is. It just means Israel has a heavier secular x religious mix than any other country on planet earth. For secular society, it's still only ~2.0, especially when mix in those that still single. If e.g. USA wanted to replicate, or any other country simply have a non-extremist religious local population wherein birth control religiously forbidden
