The only scam with the A's stadium are the folks who think there is a problem with the money. These are the same folks that thought a team couldn't play baseball in Sacramento during the summer. The Oakland A's for years and years tried to get a stadium deal. Then Vegas said, "Come here and we will get it done" and in short order ground is broke. California is apparently no place to do serious business these days.
