That was the hardest precondition on the table. Now it's gone. Iran is also offering to put its nuclear program on the table in exchange for sanctions relief, and is signaling it's ready to return to negotiations in Pakistan as early as next week. Something a lot of people don't see. Trump thinks US troops in Germany are there to protect Germany. They're not. They're there because the US needs the bases to be able to carry out US operations beyond the north American continent. Trump doesn't understand this basic fact.

Europe and the US no longer share foreign policy goals. Europe needs a foreign policy based on trade, competitiveness, and full economic integration. The US needs wars to maintain a hegemonic position against China, something that is impossible to win without weapons. Europe should therefore see the US neither as an enemy nor as a traditional ally. Europe needs a full military and foreign policy independence
