The ban existed because bathhouses were documented vectors for HIV transmission during the height of the crisis. Today’s council called that a civil rights violation. 𝘈𝘯𝘥 𝘵𝘰𝘥𝘢𝘺’𝘴 𝘷𝘰𝘵𝘦 𝘪𝘴 𝘢 𝘴𝘵𝘦𝘱 𝘵𝘰 𝘵𝘳𝘺 𝘢𝘯𝘥 𝘳𝘦𝘤𝘵𝘪𝘧𝘺 𝘱𝘢𝘴𝘵 𝘩𝘢𝘳𝘮𝘴.” Council President Elliott Payne and eight colleagues voted yes. Council members Pearll Warren and Elizabeth Shaffer voted no. Vice President Jamal Osman abstained. The vote doesn’t immediately open bathhouses — the city now needs to develop a licensing framework — but 𝐭𝐡𝐞 𝐥𝐞𝐠𝐚𝐥 𝐩𝐫𝐨𝐡𝐢𝐛𝐢𝐭𝐢𝐨𝐧 𝐢𝐬 𝐠𝐨𝐧𝐞. The public health case for the 1988 ban wasn’t invented. Minneapolis police had been raiding bathhouses for over a decade prior, but the AIDS crisis of the 1980s turned a moral debate into a medical emergency. HIV transmission at these venues was documented by the Centers for Disease Control, not fabricated by homophobes. The ban was a public health measure, not a hate crime.
