Either way - there was not a quorum… a majority of the House was not present & gave their vote to someone else to vote by proxy, meaning this bill passed unconstitutionally.

McCarthy keeps mentioning absent members who are voting remotely, hinting darkly that it's Democrats who are absent. On the first vote yesterday, 184 members voted remotely - 104 were Democrats, 80 were Republicans.
