𝗥𝗜𝗦 𝗣𝗼𝗹𝗶𝗰𝘆 𝗕𝗿𝗶𝗲𝗳 | 𝗠𝘂𝗹𝘁𝗶𝗹𝗮𝘁𝗲𝗿𝗮𝗹𝗶𝘀𝗺 𝗦𝗲𝗿𝘃𝗲𝗱 à 𝗹𝗮 𝗖𝗮𝗿𝘁𝗲: 𝗧𝗵𝗲 𝗥𝗶𝘀𝗲 𝗼𝗳 𝗝𝗼𝗶𝗻𝘁 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀 𝗮𝘁 𝘁𝗵𝗲 𝗪𝗧𝗢 @RIS_NewDelhi is glad to announce the publication of the Policy Brief titled “Multilateralism Served à la Carte: The Rise of Joint Statement Initiatives at the WTO.” As the global trading system approaches the 14th WTO Ministerial Conference (MC14), plurilateral initiatives, particularly Joint Statement Initiatives (JSIs) have emerged as a central and defining feature of ongoing WTO reform discussions. These initiatives, launched outside a formal multilateral mandate, reflect a broader shift toward flexible, issue-based coalitions amid the longstanding impasse in multilateral negotiations. This policy brief, co-authored by Ms. Shailja Singh, Dr. Priyadarshi Dash (@pdash76), and Mr. Pragyan Agarwal, examines the evolution of JSIs since the Buenos Aires Ministerial (MC11) and provides a comprehensive mapping of their current status across areas such as e-commerce, investment facilitation, services domestic regulation, and environmental sustainability. The brief also analyses the legal and institutional questions raised by the increasing prominence of plurilateral approaches within the WTO framework, and situates these developments within the broader WTO reform agenda being debated by Members in the lead-up to MC14. It further highlights the implications of this shift for the multilateral trading system and for developing countries navigating an evolving rule-making landscape. Our conference, titled “𝐈𝐌𝐄𝐂: 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐧𝐠 𝐂𝐨𝐧𝐭𝐢𝐧𝐞𝐧𝐭𝐬, 𝐔𝐧𝐥𝐨𝐜𝐤𝐢𝐧𝐠 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬”, brought together experts, policymakers, and industry leaders to explore the transformative potential of this strategic initiative. Key highlights of the day-long conference: 1. It envisions a multi-modal economic corridor involving multiple businesses, integrating railways, ports, highways, energy networks, and digital infrastructure to enhance trade, investment, and connectivity across the continents. 2. While acknowledging the challenges in implementing a project of this scale, which has an estimated cost outlay of over US$$ 600 billion over a 10-year period, most experts opine that the potential benefits of this project outweigh the costs and obstacles. 3. IMEC should be seen as a balancer between a geopolitical project and an economic tool, and has the potential to transform the global landscape. 4. #GreenHydrogen is considered a promising alternative for enabling this transition. #IMEC provides an opportunity for India to not only promote hydrogen as an alternative fuel and an effective long-term alternative to fossil fuels, but also to export the fuel by incorporating clean hydrogen pipelines into the corridor. 5. Geopolitically, IMEC is also being presented as an expression of India’s rise as a global power, both politically and economically, coinciding with its emergence as the world's fourth-largest economy. Also, it is seen as a natural progression to bring Israel closer to the West Asian region after the signing of the Abraham Accords in September 2020 and the potential #SaudiIsrael normalisation. The growing close ties between India and West Asia, as well as India and Israel, coupled with the smart business opportunities that would be unlocked by direct connectivity to #Europe, are another important contributing factor. 6. In terms of trade between the EU and India, the IMEC is being seen as an economic game changer and an opportunity to strengthen strategic partnerships.
