This is not Corruption, this is the result of a decision to "place people into the profession that reflect the communities they serve". Unfortunately, it has a down side. By doing so, standards were lowered as applicants were fewer than others with greater merit. In some cases you'll now be dealing with a gender confused officer with the exclusive use of lethal force option as you ponder what the correct pronoun may be. Ask your police Chiefs and Commissioners why they accept anything less than a Merit Based recruitment system.
