The issue is that the safety requirements are different. In the UK and EU the safety requirements prioritise pedestrian safety. While in the US the priority is vehicle safety. This means that a car built for the US Market will probably not be able to meet the requirements of the EU or UK market. Case in point is the Tesla Cybertruck which is banned in the UK.
