
Fallout's the The Master is brilliant because he provides so many player choices for conflict and engagement. That, and he's actually written with a great background - which lord forbid, does dip into some aspects of humour and madness. He's an end boss you can literally talk into killing himself - or joining. He's indicative of an actual design palette we never see in any of the Bethesda Fallout games.
