EMI stands for electromagnetic interference, and you fix it by having a shielded setup and a great distance between your setup and neighbors, appliances, machinery, & so forth. Some cases are caused by poor house designs (electrically, and thin materials). It's a loaded question in a sense but there's no one fix for everyone. I've dealt with this kind of issue personally & with many of my clients. It's resolvable, it's just case-to-case and can require some engineering chops.

The esoteric Rocket League Heavy Car Bug (HCB) is just interference (EMI). I don't know how people haven't figured it out yet.
