@wealthagent Ray McCann was hired for the review! He has no power or influence in HMRC! Otherwise, he would have asked for the ambit to be widened, at the start!

8 weeks: According to a written response from McCann he had a meeting with the APPG 8 weeks ago on 3rd February 2026. Why has the secretariat not published any minutes of this meeting? Is a meeting with the Reviewer not deemed relevant to the 67,000 wider #loancharge community?
Gordon Berry@wealthagent

I do not understand the reluctance of the #Loancharge APPG secretariat (LCAG) to publish the minutes of a meeting they had with Ray McCann regarding the #loancharge Review. What is being kept from all those LCAG & the APPG claim to represent? loanchargeappg.co.uk/publications/

@wealthagent Concerning, that they can't see the bigger picture! It's the unfairness of offering a deal to one Group, when there are others not being offered a deal, but getting letters saying HMRC want to resolve all DR tax years!!!

I have seen LCAG's latest Newsletter. I fear LCAG are still asking the wrong questions and effectively still doing sales promotion for WTT. LCAG's focus seems to be on affordability for those who benefit from the reductions of up to £70k, but not on those who don't benefit at all

It may be HMRC failures, or maybe the taxpayers inability to understand tax matters, that led to the delay in settlement. But McCann says those taxpayers are to be rewarded with massively improved settlement terms compared with those who strived to arrange settlement!🤷‍♂️

@wealthagent The sad truth is the Review cannot bring finality; as there are many who have been in a variety of DR schemes, over periods up to 20 years! A deal for the last few years and the odd APN paid; Still leaves their position unresolvable!!!

The #Loancharge Review was all about getting cases off HMRC’s desk. Those that hadn’t settled get ‘help’. Tough for those who have settled. McCann just helped HMRC get statutory cover to clear their desks of the remaining debris. Zero compassion for those already bayoneted.

@wealthagent How does Ray's report fit with HMRC's legal obligation to treat all Taxpayers equally?

Guess what has happened 🙄
Gordon Berry@wealthagent

@TheWishfulPhot1 @MattD74 @DavidDavisMP We must have Ray & CIOT argue for equal concessions for all, including those who already agreed settlement & those with pre-DR loans. We can’t have LCAG & WTT (who both encouraged non-compliance in the first place) waste time arguing for more concessions for the non-compliant!

One of the biggest Hamas propaganda agents in the UK Parliament, Richard Burgon, advocated for the release of the notorious Egyptian jihadist who openly called for the murder of white people and Jews. Richard Burgon should be removed from UK Parliament!

@wealthagent When an individual applies (whether directly or through professionals) to the FTT to appeal a Closure notice they receive an individual case reference number.Later stayed behind a single or several Lead Claimants.

@FeingoldDaniel Are you saying that people were misled if they were told by WTT back in 2023 that there were 8 or 9 case listings? I can show you articles for every calendar year, written by WTT, where they were claiming to be in Tribunal…but no actual cases 🤷‍♂️

Another 6 months down the line, how are those 8 or 9 cases progressing? They’re not? What a surprise! But that’s another £1/2 million in subscriptions.

@wealthagent Sadly, without any tax lawyer input. The reference numbers related to at most, one case. You have to have either a Case Management hearing, or agreement from HMRC to have a list of Lead Claimants and the rest Stood Behind!

Absolute comics. Argued blind with me that there were 8 or 9 cases in Tribunal starting in March, but 6 months later rather than admit I was right & he was misled, he instead blocks me. What a waste of everyone’s time & money.

@wealthagent The problem is that the legal effect of the review, is to treat unfairly, those who have yet to settle for years outside the review parameters: And those who have already settled on poorer terms. Both Groups need to advocate for the same terms and Litigation to force the issue!

The McCann Review was announced in January 2025 & they already had the outcome drafted, it's obvious by the Terms of the Review They've just tormented everyone for an extra year. HMRC hope now to start writing to everyone from Spring 2026. No rush.

Ray McCann accepted an appointment to write a #loancharge Report knowing it was restricted to those with post-DR koans who had not complied, but couldn’t help those who had complied? Nor could it help anyone who entered loan schemes in the time before Ray says the law was clear!

The McCann #Loancharge Review comments at page 67 of a 71 page report on "other issues". Those "other issues" are NOT included as recommendations. The CIOT President & Labour Govt have given us a 'Review' which only helps those who ignored the settlement deadline 5 years prior!

@ArmadilloSupprt It’s a kind of transference. You see guilty people do it all the time. They try to criticise others for doing the very thing they are doing. They’re saying: “ don’t look here, look over there” 👀 Not once has he mentioned the disastrous WTT #loancharge JR

Flabbergasted. Bear in mind WTT initially wrote-off loans. Then sold claims of a 65% chance of defeating the #loancharge Then non-disclosure of loans on the 2019 Tax Return meaning clients now face penalties & a higher tax liability. His original advice was wrong. Gaslighting 101

Obvious to everyone that WTT have done exactly the thing they criticise, they have sold a “fairytale” to non-experts who simply want to believe what they are being told. The difference is Webber sold his claims to DESTITUTE people & did so AFTER the law really was clear.

Mr Webber sold an opinion of his own, that his "resolution" to defeat the #loancharge had a 65% chance of success. This "resolution" has never seen the light of day. Was he just "selling an opinion to an audience that is often ill-informed & had no wish to be better informed"?

WTT refused permission for Judicial Review challenging HMRC's use of s684(7A). "The way in which the Claimants cases have evolved has been unhelpful". It has not been consistent with the Court's requirement for procedural rigour". dropbox.com/scl/fi/531ezrz…
