𝐊𝐔𝐍𝐓𝐀𝐍𝐈 𝐌𝐀𝐒𝐒𝐀𝐂𝐑𝐄 The Kuntani Massacre, where the Pakistani Coast Guard killed Baloch laborers in Kuntani Area of Gwader, represents extreme state barbarism. Nearly dozen laborers were martyred in search of food and work. The Baloch civilians living under Pakistani occupation, have been deprived of their basic economic rights, they are forced to work in very hard conditions. Previously, the Baloch laborers have been targeted, their vehicles, shops and small businesses have been destroyed while people are being beaten, humiliated on daily basis. Few months earlier, a same incident occurred and two laborers were killed in the Jewani area. The Baloch civilians are forced to work in this extreme conditions, the government officials including Pakistani Coast Guard, FC, Army, Police and other security forces are busy in taking bribes from the poor Baloch drivers and shopkeepers in the area. After having a fixed amount of bribes, they continuously beat, humiliate the laborers and burn their vehicles and shops, which is the colonial oppression of Pakistani state on Baloch nation. The Kuntani massacre is part of broader events of Baloch genocide. The Pakistani occupation state is involved in shredding the blood of innocent Baloch civilians on daily basis. Every aspect of life in Balochistan has been destroyed, the economic rights have been snatched and people have been forced to uproot, leading an economic crisis among Baloch population. We urge the Baloch nation, organizations and other individuals to step up, resist, protest and highlight the Kuntani massacre. The statements made during the press conference contained serious contradictions, unanswered questions, and claims that lacked clarity and consistency, raising concerns about the credibility of the official narrative presented before the public. 𝗞𝗲𝘆 𝗖𝗹𝗮𝗶𝗺𝘀 𝗮𝗻𝗱 𝗖𝗼𝗻𝘁𝗿𝗮𝗱𝗶𝗰𝘁𝗶𝗼𝗻𝘀: •𝗗𝗶𝘀𝗮𝗽𝗽𝗲𝗮𝗿𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗜𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻: Bugti claimed that his agency became active after learning of a girl's disappearance on social media a few days prior. Initially suspected to be a case of enforced disappearance, the investigation later purportedly revealed that the girl was preparing for a suicide attack at a terrorist camp. •𝗖𝗼𝗻𝘁𝗿𝗮𝗱𝗶𝗰𝘁𝗼𝗿𝘆 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁𝘀 𝗼𝗻 𝗔𝗿𝗿𝗲𝘀𝘁: Bugti stated that the girl was present at a terrorist camp. However, he also claimed that the agency arrested her “somewhere along the way.” The report points out the contradiction: if she was at a camp, how was she apprehended on camp if a raid had occurred. •𝗟𝗮𝗰𝗸 𝗼𝗳 𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀: It was further suggested that the 17-year-old girl herself might not have known she was to be used for a suicide attack in Islamabad. The report questions how the agency obtained intelligence about a planned suicide attack in Islamabad if the alleged girl was unaware of the plot. •𝗔𝗹𝗹𝗲𝗴𝗮𝘁𝗶𝗼𝗻𝘀 𝗼𝗳 𝗖𝗼𝗲𝗿𝗰𝗶𝗼𝗻:Bugti also claimed that members of an organization intimidated the girl, threatened to kill her father, and exploited her. PAANK believes that presenting a disappeared minor before the media after months of incommunicado detention raises serious concerns regarding coercion, torture, psychological pressure, and the extraction of statements under duress. Such practices violate fundamental human rights and undermine principles of due process and justice. Hairnisa is reportedly the third Baloch woman in recent cases to be publicly presented following prolonged disappearance and alleged forced confessions under a state-controlled narrative. The case further reflects a broader and deeply concerning pattern of enforced disappearances in Balochistan. During the same period as Hairnisa’s disappearance, two of her male relatives, Mujahid Dilwash and Fareed Ijaz, were also forcibly disappeared, and their whereabouts remain unknown. PAANK strongly condemns the continued use of enforced disappearances, arbitrary detention, media trials, and coerced confessions against Baloch women, men, and children. These actions not only violate international human rights standards but also deepen fear, trauma, and insecurity among affected families and communities.

A state that claims to believe in democracy should never be frightened by peaceful political participation. But in Pakistan, the reality is the opposite. Today, even attending a peaceful public gathering as a supporter of Baloch rights is being treated as a crime. The recent conditions attached to Aurat March Karachi clearly expose the mindset of the authorities. The issue is no longer about maintaining law and order; it is about controlling narratives and isolating every voice that speaks about Balochistan. The state wants platforms, protests, and public spaces to exist only under silence and obedience. The constitutional rights to freedom of speech and peaceful protest in Pakistan are increasingly being reduced to mere words on paper. Instead of protecting these rights, the state has imposed restrictive conditions that make organizing protests difficult and, in many cases, impossible. This not only undermines fundamental freedoms but also reflects a broader pattern of controlling and silencing human rights voices. When individuals or groups fail to comply with these restrictive conditions, they are often subjected to arrests, harassment, surveillance, and intimidation. For years, the Baloch people have been subjected to enforced disappearances, extrajudicial killings, arbitrary detentions, media censorship, and collective punishment. Families searching for their loved ones are harassed instead of being heard. Women demanding justice are threatened instead of protected. Students, activists, writers, and political workers are constantly profiled as enemies simply for speaking about human rights. What is happening today against BYC is part of the same larger policy. Peaceful activism is deliberately being criminalized because the movement has exposed realities that the state wants hidden. From fabricated cases and forced press conferences to surveillance and intimidation, every tactic is being used to break the morale of activists and disconnect them from public spaces. The decision to label organizations such as the Baloch Yakjehti Committee (BYC) and Jeay Sindh Qaumi Mahaz (JSQM) as proscribed is therefore deeply questionable. BYC is a peaceful political and human rights movement that has consistently raised its voice against enforced disappearances, human rights violations, and state repression in Balochistan through political and constitutional means. Yet, despite the absence of any transparent legal process proving BYC to be an anti-state organization, its leadership has faced imprisonment under fabricated FIRs, while activists and members have been subjected to enforced disappearances, harassment, and extrajudicial violence. No court of law has publicly established BYC as a violent or anti-state organization. Despite this, peaceful political activism and demands for justice are increasingly being treated as threats rather than democratic rights. The attempts to ban, isolate, and criminalize Organization like BYC reflect a broader fear of organized political consciousness, public mobilization, and collective resistance among oppressed nations. The state continues to fail in understanding one thing: movements built on the pain, memory, and resistance of people cannot be erased through notifications, restrictions, bans, or threats. Every attempt to suppress peaceful voices only strengthens public awareness about the injustices taking place in Balochistan and other marginalized regions. The fear shown towards BYC today is itself an acknowledgment that the movement has become impossible to ignore. A peaceful movement demanding dignity, justice, constitutional rights, and an end to enforced disappearances should not threaten any democratic state. The fact that it does reveals the depth of the crisis itself. These actions are ultimately attempts to silence political awareness, suppress dissent, and weaken the collective voice of oppressed nations. However

The bloodshed in Kuntani, Gwadar is another brutal reminder that the lives of Baloch civilians continue to be treated as expendable under militarized policies in Balochistan. Reports of security forces opening fire on unarmed Baloch labourers, resulting in multiple deaths and injuries, expose the violent reality hidden behind state narratives of “development” and “security.” The people of Gwadar are facing bullets, checkpoints, disappearances, and collective punishment while their homeland is handed over for strategic and economic interests. For years, the Baloch population in Gwadar has endured militarization, intimidation, arbitrary detentions, and systematic exclusion from their own resources and coastline. The same region promoted globally as an economic gateway has become a place where indigenous families struggle for basic survival, access to water, freedom of movement, and safety from state violence. A development model built on fear, repression, and the silencing of local communities cannot be called progress. The international community must stop ignoring the worsening human rights crisis in Balochistan. The continued targeting of civilians, enforced disappearances, and deadly crackdowns demand immediate independent investigation and accountability. Silence in the face of these violations only strengthens impunity and prolongs the suffering of the Baloch people. #StopBalochGenocide

PAANK strongly condemns the enforced disappearances of Pervaz Ahmed (44), a WAPDA employee; Zubair Ahmed (36), a farmer; and Hasnan Ahmed (20), a student, all residents of Kardagap, Mastung. According to reports, Pervaz Ahmed and Hasnan Ahmed were abducted on 16 April 2026 at approximately 11:00 AM and 1:00 PM respectively, while Zubair Ahmed was abducted on 17 April 2026 at around 7:00 AM. All three were taken from the Sardari Kardagap area of Mastung, allegedly by personnel of the FC and CTD. Since their abduction, their whereabouts remain unknown, causing severe distress to their families. Enforced disappearances are a serious violation of human rights and must be brought to an end. #EndEnforcedDisappearances

Enforced Disappearance of Zubaida and Zarnaaz Date: 29 April 2026 Location: Tejaban, Kech PAANK strongly condemns the enforced disappearance of Zubaida, wife of Haji Badal, a housewife, and her daughter-in-law Zarnaaz, widow of Daulat, who were taken during a raid on their home in Tejaban, district Kech, by Frontier Corps personnel. This incident is particularly alarming given that Zarnaaz’s husband, Daulat, son of Haji Badal, was reportedly killed on 18 February 2026 by a state-backed death squad. Eight days have passed since Khadija Baloch was forcibly disappeared from the BMC Girls Hostel. Her family continues a peaceful sit in, demanding her safe recovery and the right to know her whereabouts. Their demand is lawful and urgent, rooted in fundamental human rights.Despite ongoing engagements and assurances, the administration and state authorities have failed to secure any progress in her recovery. Instead of action, there is continued delay and inaction, which raises serious concerns about accountability and adherence to due process.
