I, of course, reject the presupposition that the institution identifying the canon was the Roman Catholic Church as we would identify it today. But even if we yield that point....if the standard said institution used to distinguish Scripture from Not Scripture was "we are confident of the prophetic/apostolic authorship of these books," that is a historic and theological judgment that can be made apart from the Roman Catholic Church. And thus, you don't need the pope to tell you which books are Scripture and which aren't. Anyone can read the Gospel of Thomas, for example, and see that it contradicts apostolic doctrine found in the actual Scriptures. But if the church's standard was a mystical judgment that no one outside of that institution can make, then how do you know the church was capable of making that judgment? You would, I imagine, have to be convinced from Scripture alone that Jesus gave His church the authority to do so. So your options are: 1. only Scripture can give us the apostlic doctrines by which we identify what's Scripture and what's not 2. only Scripture can show us that the Roman Catholic Church has the ability to determine what is Scripture and what's not Either choice leads you to Sola Scriptura
