I am honoured to announce that the historic ‘Islamabad Memorandum of Understanding’ has been electronically signed today between the United States of America and the Islamic Republic of Iran. The Memorandum has been signed by honourable Presidents of both the countries and also endorsed by me as the mediator. The signing of this agreement at the highest level of the respective governments demonstrates the commitment of both sides to a diplomatic resolution of the conflict. Islamabad MoU shall enter into force with immediate effect and as a first step, Islamic Republic of Iran will instantly reopen the Strait of Hormuz and the United States of America will immediately lift the naval blockade. I offer my heartfelt congratulations and sincere appreciation to the President of the United States, Donald J. Trump whose steadfast commitment to diplomacy and preference for peaceful resolution have once again helped end a conflict that could have led to devastating consequences for the region and beyond. I also commend the dedication and tireless efforts of the United States negotiating team, including J.D. Vance, Steve Witkoff and Jared Kushner, for their invaluable contributions to this achievement. I express my profound respect and appreciation to His Eminence Ayatollah Seyyed Mojtaba Hosseini Khamenei, the Supreme Leader of Islamic Republic of Iran and President Masoud Pezeshkian for their wisdom, foresight and statesmanship in embracing the cause of peace. I also wish to recognize the efforts of the Iranian negotiating team, including Mohammad Bagher Ghalibaf, Abbas Araghchi and Eskandar Momeni, whose patience, perseverance and commitment to constructive engagement were instrumental in bringing this agreement to fruition. I would especially like to acknowledge the sincere efforts and constructive engagement of the leadership of the State of Qatar in helping reach this point. I also highly commend the leadership of the Kingdom of Saudi Arabia, the Republic of Türkiye and the Arab Republic of Egypt for their indispensable role and invaluable contributions in this regard. I would also like to make special mention of Field Marshal Syed Asim Munir, whose tireless efforts, selfless dedication and instrumental role were critical in facilitating this breakthrough and advancing the cause of peace and regional stability. The only way this war ends is if the Iranian regime collapses. You’re acting like the regime suddenly becomes peaceful if you hand it cash and sanctions relief. We’ve seen this movie before. Every time the regime gets a lifeline, it uses the breathing room to rebuild, rearm, fund proxies, and prepare for the next round. Trump is giving the same regime another chance to survive. Pretending they’ll suddenly behave after 47 years of hostage-taking, terrorism, and broken promises requires a level of optimism that borders on delusion. You don’t have to support endless wars to recognize that keeping this regime alive only guarantees future conflicts with America, Israel, and its own people.

Dear JD, Can you explain why Obama’s deal was supposedly a historic betrayal because Iran got access to its own frozen assets, but Trump’s deal is genius when Iran gets access to even more of its own frozen assets? So let me get this straight: Obama releases Iranian money → “Worst deal ever.” Trump releases even more Iranian money → “Art of the Deal.” Did the money become less Iranian when Trump signed the paperwork? At this point the only real difference seems to be whose signature is on the check. Maybe the slogan should be: “Same deal, bigger number, louder applause.” 🤡

I just had a very lengthy and productive discussion with @SEPeaceMissions @SteveWitkoff about the state of play regarding Iran.   After this discussion, it is my opinion that signing the MOU will be beneficial to the United States, in as much as the Strait of Hormuz will begin to open, and the hostilities with Iran will stop.   Whether or not the United States can reach an acceptable, verifiable deal with Iran regarding its nuclear program and other issues is yet to be determined, but I see little downside to trying.   The economic stability that comes from opening up the Strait and the cessation of hostilities could create a pathway to peace well beyond the Iranian conflict.   The expansion of the Abraham Accords and normalizing relations between Saudi Arabia and Israel is President Trump’s and my ultimate goal. I think that is best achieved by creating economic stability for the United States, the region and the world, as well as the cessation of hostilities.  The signing of the MOU is an essential step to make that happen and thus it is worthwhile.

🇺🇸🇮🇷The White House has released the full text of the 14-point MoU: 1. The U.S. and Iran and their allies in the current war declare the immediate and permanent termination of military operations on all fronts, including in Lebanon, and undertake from now on not to initiate any war or any military operation against each other, and to refrain from the threat or use of force against each other, and ensuring the territorial integrity and sovereignty of Lebanon. 2. The U.S. and Iran undertake to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs. 3. The U.S. and Iran commit to negotiating and achieving the final deal in maximum of 60 days, extendable with mutual consent. 4. Immediately upon the signing, the U.S. will begin the removal of its naval blockade and any disturbances or impediments against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, the traffic of vessels will be in proportion to the numbers of pre-war traffic being restored by Iran. The U.S. further undertakes to remove its forces from the proximity of Iran within 30 days atter the final deal. 5. Upon the signing of this MoU, Iran will make arrangements using its best efforts for the safe passage of commercial vessels with no charge for 60 days from the Persian Gulf to the Sea of Oman, and vice versa. The traffic of commercial vessels will immediately start, in considering the need for removing the technical and military obstacles and demining by the Islamic Republic of Iran, within 30 days. Iran will conduct a dialogue with the Oman to define the future administration and maritime services in the Strait of Hormuz. 6. The U.S. undertakes with its regional partners to develop a definitive, mutually agreed plan with at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran, as part of a final deal. 7. The U.S. undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral U.S. sanctions, primary and secondary, in an agreed upon schedule as part of the final deal. 8. The Islamic Republic of Iran reaffirms that it shall not procure or develop nuclear weapons. The U.S. and Iran have agreed to resolve the disposition of stockpiled enriched materials, pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven with the minimum methodology to be downblending on site under the supervision of the IAEA. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to Iran's nuclear needs. 9. Pending the final deal, the U.S. and Iran agree to maintain the status quo. Iran will maintain the current status quo of its nuclear program, and the U.S. will not impose any new sanctions and will not deploy additional forces in the region. 10. The U.S. undertakes that immediately upon the signing of this MoU, sanctions waivers will be issued for the export of Iranian crude oil, petroleum products, and derivatives, and all associated services, including banking transactions, insurances, transportation, etc. 11. The U.S. undertakes to make fully available for use the frozen or restricted funds of Iran upon the implementation of this MoU. The U.S. and Iran will mutually agree on the procedures related to the release of these funds during the negotiations. 12. A monitoring mechanism will be established to supervise the implementation of this MoU and subsequent final agreement. 13. After signing this MoU and subject to the beginning of the implementation of paragraphs 1, 4, 5, 10, and 11, the U.S. and Iran will start negotiations regarding the final deal. 14. The final deal will be endorsed by a UNSC Resolution.
