Put together, they tell a story. The first two look like punishments for outsourcing and fraud. The third looks like a gift for labor brokers and employers. Nobody is talking about that last one… maybe because it’s easier to pass if it stays in the shadows. The crackdown is the cover. The expansion is the goal.
