How do you value an illiquid asset? You hire a bunch of fucks with clipboards to go around and place arbitrary numbers on the things you own? Then they send you a bill. Suppose you have no liquidity. Now you have to sell the illiquid things you own, but they’re illiquid for a reason: markets are thin. So you have a hard time selling them. Then what? What do you do? You sell something that’s a little bit more liquid but that you didn’t want to sell, maybe like your house or a valuable painting your grandfather purchased. All because you have wealth but no liquidity. This is why wealth taxes are inherently suspect. It’s far easier to tax income, whether it be capital or labor, because income is generated from services rendered whose valuations have already been dictated by market forces. By taxing wealth, tax rates are determined BEFORE marketization can occur, therefore the valuation imposed by the auditor reside outside of normal price discovery forces.
