Backtracking a codified law is far different than reversing an EO. The demoNIcraps wouldn't be able to just overturn it. It would have to face a 60 vote supermajority in the Senate, a tough sell in this day and age, regardless of which party is in the majority. Even with the RINO's, it'd be difficult.
