So you’re reading @WHOSTP47’s new National Policy Framework for AI and thinking: really? This is it? Three pages? Yes. That's it. And it’s incredibly substantive. Why? Because it wasn’t written in a vacuum. It was written in the middle of ongoing congressional negotiations. Each of the framework’s seven sections maps onto a live policy fight. So when the President takes a position in this document, he’s not just floating novel ideas. He’s signaling how he thinks those debates should be resolved. If you haven’t been following Congress closely (and honestly, who could blame you) that’s easy to miss. But nearly every line in this framework is doing work in a specific legislative debate. Don’t believe me? Here’s a quick and incomplete list of active congressional bills touching each of the framework’s seven buckets: I. Protecting Children and Empowering Parents - KOSA - COPPA 2.0 - KIDS Act - App Store Accountability Act - TAKE IT DOWN Act (already enacted) - GUARD Act - Invest in Child Safety Act II. Safeguarding and Strengthening American Communities - AI Fraud Accountability Act - AI for Main Street Act - Unleashing Low-Cost Rural AI Act - Advanced AI Security Readiness Act III. Respecting Intellectual Property Rights and Supporting Creators - NO FAKES Act - TRAIN Act - CLEAR Act IV. Preventing Censorship and Protecting Free Speech - Censorship Accountability Act - Restoring American Freedom Act - (Sen. Cruz reportedly has a pending anti-jawboning bill) V. Enabling Innovation and Ensuring American AI Dominance - SANDBOX Act - CREATE AI Act - AI Grand Challenges Act - TAME Extreme Weather and Wildfires Act - AI-Ready Bio-Data Standards Act VI. Educating Americans and Developing an AI-Ready Workforce - AI Workforce PREPARE Act - Workforce of the Future Act - Land Grant Research Prioritization Act VII. Establishing a Federal Policy Framework, Preempting Cumbersome State AI Laws - AI LEAD Act - American Artificial Intelligence Leadership and Uniformity Act - (+ lots of draft staff langauge) You get the point. Congress has already done a ton of work on these issues. So don’t read the framework as a random standalone statement of principles. Read it as the President weighing in on active legislative debates and charting a path forward. So yes, it's three pages. And those three pages could entirely reshape U.S. federal AI policy, if we're fortunate.

This is a great step in the right direction! It’s clear that the administration is taking seriously what concerns Americans most regarding AI policy. I especially appreciated this section as part of the framework:

I have repeatedly said that under no circumstances can we let China win the AI race. The world would be at risk of a powerful tool being in the hands of an adversary that could be used for global surveillance and control. @POTUS is taking meaningful steps, including the framework released today, to protect our values of free speech and ensure American leadership in AI. Exciting news: the White House is readying a national AI framework that gives innovators regulatory certainty while preserving an important role for states on core protections like child safety, fraud, consumers, and zoning. Even better, it squarely tackles the 4 C’s: protecting children, shielding communities from higher power costs, defending free speech from AI censorship, and ensuring all Americans benefit from AI.

Today, the @WhiteHouse released a commonsense National AI Policy Framework that ensures every American benefits from AI. As @POTUS has said — we need one federal AI policy, not a 50 state patchwork. This gets us there. Eager to work with Congress on this important legislation.

"Data centers are draining our water" is the new "plastic straws are destroying the ocean." It's a hoax, and many people pushing it know it's not true. At AFPI (@A1policy) we wrote a piece breaking down the numbers: 1) Data centers use very little water > Somewhere between 0.2% and 0.5% of U.S. freshwater consumption > 15x less water than we lose each year to leaky pipes > The biggest data center of 2024 uses less water than 3 square miles of farmland (America has 1.3 million) 2) Local water impacts are small, too > In one of the country’s most “water stressed” counties, data centers are 0.12% of its water use (golf courses are 3.8%) 3) This hasn’t stopped lawmakers from fearmongering about data centers > 5 senators, including Bernie Sanders and Ed Markey, wrote a letter to the admin complaining about data center water use > Lawmakers have introduced legislation and called for data center moratoriums because of fake water use claims. Denver might enact one soon 4) Data centers are one of America’s greatest strengths > Huge local tax revenues > The AI data center boom has created tremendous economic growth > Wages in construction and the trades have skyrocketed (construction up >30% because of data centers) We end by suggesting some ways to accelerate the data center buildout, while protecting local communities' interests. My latest for @WashTimesOpEd: The same people saying AI will spike your electric bill are missing the point. Demand drives supply. Supply drives affordability through scale. All that stands in the way is policy. AI could force the reforms needed to actually lower costs.
