Additionally, as noted in IAPN’s comments, cited above, there also is a large, legal internal market in Italy and the rest of the EU for ancient coins, including Roman Imperials, so any claim that US import restrictions will dampen demand and looting within Italy makes no sense.

Any new import restrictions on Roman Imperial coins would place “soft power” over facts. “Of the 14,982 hoards of over 6 million coins listed as of December 16, 2024, only 786 (5.24%) are found within the borders of modern day Italy.” regulations.gov/comment/DOS-20…
