Additionally, as noted in IAPN’s comments, cited above, there also is a large, legal internal market in Italy and the rest of the EU for ancient coins, including Roman Imperials, so any claim that US import restrictions will dampen demand and looting within Italy makes no sense.

A silver penny of Queen Cynethryth of Mercia that was minted in Canterbury sometime between the mid-780s & 793. Cynethryth was the only Anglo-Saxon queen to have coins struck in her name. This specimen is from the Hunterian collection.
