The PO Horizon Inquiry seemed to publish all witness statements, in their entirety, simultaneously with the witness giving evidence.
Many other documents are complete too.
It seems strange that the Thirlwall documents are published so incompletely and so late. Why?

From staged arrests, and the contrived charging and theatrical prosecution that followed. Inhumane treatment during the trial - and the self-congratulation and boasting afterwards layered on top.
