In Kentucky, our building codes have a lot to do with regulatory compliance costs. Not all of it is bad. Local zoning rules like density limits, minimum lot sizes, parking requirements, and approval timelines drive up costs as well. There is not a single regulatory barrier that, if removed, would fix the problem. Regulatory codes are built at the local, state, and federal levels. Each new restriction adds cost. Over time, regulations stack on top of each other, creating this problem.
