The Welsh are a distinct group of people who have inhabited Wales for hundreds and hundreds of years. They have their own genetic makeup. They have their own language, culture, and history. It is impossible for a black person to be Welsh. There may be a black person with African heritage who has Welsh citizenship, but he will never be Welsh.
