Yesterday, PACJAโ€”represented by Charles Mwangiโ€”delivered the keynote address at the opening of the Pan-African Parliamentโ€™s Technical Consultation on the Draft Model Law on Climate Change, held at the National Assembly of Djibouti. The three-day consultation (7โ€“9 December 2025) is a significant milestone in the continent-wide effort to craft a unified, justice-driven legislative response to climate change. The session was officially opened by Rt. Hon. Dileita Mohamed Dileita, Speaker of the National Assembly of Djibouti, who underscored the importance of the initiative jointly led by the Pan-African Parliament (PAP) and #PACJA. He emphasized that โ€œconcerted and synergized efforts are always needed to minimize the negative impacts of climate change.โ€ The meeting is chaired by Hon. Abdallah Barakat Ibrahim, Vice-Chairperson of the PAP Committee on Rural Economy, Agriculture, Environment and Natural Resources. Speaking on behalf of the PAP President and Bureau, he welcomed participants and clarified the core purpose of the consultation: โ€œto engage consultants and key stakeholders to define the scope, structure, and substantive elements of the Pan-African Parliament Model Law on Climate Change.โ€ As the institution leading the technical development of the Model Law, PACJA reaffirmed in its keynote address that this process represents a strategic opportunity to strengthen Africaโ€™s climate governance architecture, enhance coherence across national policies, and reinforce Africaโ€™s negotiating position at global climate forums. The drafting framework currently under review will form the backbone of a harmonized legislative tool intended to guide AU Member States toward robust, equitable, and accountable climate action.
