14.  There is no valid Complaint against me to justify the President setting up a Tribunal to investigate me.   The Judicial Service Commission has never received a valid complaint about me. As highlighted earlier in paragraph 3 of this Commentary, the Commission relied on a 15-page abusive and derogatory, hearsay filled referral document authored by Chief Justice Owiny Dollo on April 6, 2021. This referral, (so called complaint), primarily focused on, among others, on ‘my alleged bad upbringing, unsoundness of mind and for being unfazed, as opposed to any incompetence, inability or misconduct related to the execution of my judicial duties. A copy of this document is attached for reference and independent review and conclusions regarding its content and validity. I challenge the Judicial Service Commission to publicly produce any other complaint against me which was ever served on me,and which bears my signature, or which was ever served on my lawyers from March 2021 – to date. #Uganda #HumanRights #JudicialIndependence #JusticeKisaakye #DefendTheConstitution #RuleOfLaw @ug_lawsociety

Many Ugandans were angry about my earlier post and that is why I want to raise the same questions again in a calmer and more deliberate way so that we can have a meaningful conversation. We see the excitement that surrounds Bobi Wine and we see the massive crowds and the passionate support and the belief that change is possible, yet every election ends in a loss and this constant contradiction forces any honest observer to ask what exactly is happening between the enthusiasm of the campaign trail and the final announcement of results. There is a concept known as controlled opposition where a government allows you to campaign and address rallies and appear completely free while maintaining absolute control over the part of the process that truly matters which is the counting and the certification of results and at the same time the system ensures that anyone who demands real reforms or a new constitutional framework is immediately pushed to the margins. This is why the question keeps returning because the patterns never change and the outcomes never shift. So Ugandans must help me understand why Bobi Wine continues to invest so much energy in campaigns when everyone can see that the decisive moment is controlled elsewhere and the final outcome rarely reflects the public mood. Tundu Lissu this year declared that there would be no elections without reforms and he was instantly met with the most severe accusations which shows how regimes react when someone steps outside the script they prefer to manage. Ugandans who have been trolling me must therefore help me see evidence that can genuinely remove the doubt that Bobi Wine might be functioning inside boundaries that have already been drawn for him by the state, because I am willing to learn and I am open to new information and my intention is not to attack anyone but to seek clarity from people who understand the situation more deeply.

If such enthusiastic people can attend your rallies but you lose the elections without calling for constitutional changes all the time then it means you are controlled opposition used to justify “democracy”.

Caution Against Incendiary and Divisive Language That Could Lead to Political Violence Thursday, December 4, 2025 Security has noted with concern the continuous rhetoric by the NUP Presidential candidate calling upon his supporters to mob polling centers on Election Day, and thereafter march to the Capital Kampala. He also encourages his supporters to be prepared to confront the security forces because, in his view, the police and UPDF would be outnumbered on the ground. This type of polarizing language is very unfortunate indeed. It is ill advised, toxic, shallow in logic, and dangerous. The security forces strongly condemn the spirit and message behind the call , and we contend that this must stop henceforth. In the worst case scenario, those who incite violence and promote anarchy in the country by misleading the young of Uganda to violently confront the security forces will themselves not escape the outcome. The net effect will be a futile and zero-sum game with no winners, and contemporary examples abound in the world around us and beyond. Further, and recalling our long history of instability, it is inconceivable that an aspiring national leader would seek to undermine the credibility of the country’s security forces, the foundation upon which everything else thrives. The country’s armed forces, and the UPDF in particular are highly capable, organized, proficient and lethal. There is no threat we cannot deal with, and it will be very bad news for those who do not heed the warnings. If the NUP leader is in doubt about the capabilities of our armed forces, he should consult the al-Shabaab in Somalia, the ADF and CODECO in DRC, or Joseph Kony and his defunct LRA in CAR, as well as other violent and negative groups in the region. Therefore, the modern day Alice Lakwena’s, or the Kirumira Mutimas of the Ruwenzori region recently (who similarly confuse young people into reckless misadventures) have no place in Uganda’s progress and transformational journey. We appeal to political leaders to look for votes peacefully and in accordance with the Electoral Commission guidelines and within the confines and spirit of the laws of Uganda. Why I have written this Open Commentary and letters? Article 126 of Constitution explicitly provides that all Judges hold and exercise Judicial power on behalf of the people of Uganda. Since the charges I will be facing before the Tribunal arise from my exercising judicial power on behalf of the people of Uganda in the Kyagulanyi @HEBobiwine v Museveni @KagutaMuseveni Presidential Election Petition, it is only befitting that the people of Uganda should be made aware of matters directly impacting on or obstructing the delivery of justice in the country, so they can judge for themselves what is going on and make informed decisions. Secondly, from the time of the unfortunate and unwarranted grabbing of my reasoned Rulings and Files from the Supreme Court and the locking out of litigants and the public from the Supreme Court on 18th and 19th March 2021 respectively – to date (which is over four and a half years now), I have maintained my silence and made every effort to work through Constitutional and other official channels, to address the issues at hand. On the other hand, the chosen and preferred mode for my accusers in the Judiciary, and the Judicial Service Commission @JSCUganda has been to operate through the public media. For example, the Judiciary @JudiciaryUG issued a falsified Public Statement about the events of 18th March 2021 to media and posted it on the Judiciary’s website. It also unleashed the disgraced Solomon Muyita, the former Judiciary’s Communications Officer to move around different radios talk show spreading falsehoods about me and making denials/defending the actions of Chief Justice Owiny Dollo @ac_owinydollo. I also learnt about the submission of the Report of the Judicial Service Commission recommending to the President to appoint this Tribunal from the Monitor Newspaper, before the Report was served on me. Similarly, I learnt about the appointment of this Tribunal from the same Monitor Newspaper early March 2025. If government doesn’t borrow locally, banks push the whole risk to clients pushing rates off the roofs.

Domestic trade can be encouraged through less strict regulations and licences in the private sector and a lighter tax policy. EFRIS and EPS will kill business more than local borrowing.
