𝑭𝑹𝑶𝑴 𝑻𝑯𝑬 𝑨𝑹𝑪𝑯𝑰𝑽𝑬𝑺 H.E. Ambassador Riaz Piracha (1924–2011) was a prominent Pakistani diplomat who served as the Ambassador of Pakistan to Belgium, Luxembourg and the EEC from October 1968 to October 1970. In his illustrious diplomatic career, H.E. Riaz Piracha held several high-ranking positions, including serving as Ambassador to Afghanistan and High Commissioner to India. His distinguished career culminated in his rise to the highest position in the Ministry of Foreign Affairs; he served as Pakistan's Foreign Secretary from 1980 to 1982. During his tenure, H.E. Ambassador Riaz Piracha focused on expanding Pakistan's economic footprint in Europe. In this regard, he signed the agreement for preferential *Trade in Handicraft Products:* H.E. Ambassador Riaz Piracha strengthened Pak-EEC Relations, ensuring that Pakistan remained deeply integrated with the emerging European economic structure during the EEC's formative years. 𝗙𝗿𝗼𝗺 𝘁𝗵𝗲 𝗔𝗿𝗰𝗵𝗶𝘃𝗲𝘀 Ambassador Abdur Rahman Khan (1962–1967) 🇵🇰🇧🇪 — a distinguished diplomat and one of the early architects of Pakistan’s outreach in Europe. Serving in Brussels at a formative time, he played a pioneering role in establishing Pakistan’s diplomatic presence and strengthening ties with Belgium and the wider European community. His tenure was marked by landmark agreements: * In 1962, he forged Pakistan’s first formal diplomatic links with the European Economic Community (EEC), laying the foundation of today’s Pakistan–EU partnership. * Benelux–Pakistan Seaman’s Book Agreement, facilitating maritime cooperation and mobility of Pakistani maritime workers within Benelux. As distinguished career diplomat, he had earlier also served as Pakistan's Ambassador to Afghanistan (1959-1962). 𝐹𝓇𝑜𝓂 𝓉𝒽𝑒 𝒜𝓇𝒸𝒽𝒾𝓋𝑒𝓈 Pakistan's Second Ambassador to Belgium: H.E. Habibur Rahman A member of the early cohort of the Foreign Service of Pakistan, H.E. Habibur Rahman enjoyed an illustrious career as a Diplomat and technocrat. He served as Pakistan's second Ambassador to Belgium (1956-1958), after serving as Pakistan's High Commissioner to Australia and New Zealand (1953-1955). The diplomatic efforts during his tenure were focused on formalizing the legal and economic framework post-independence, and integrating Pakistan into the post-WWII international system alongside Belgium. His work was part of a broader"forward-looking" strategy to move beyond basic diplomatic recognition into a multifaceted partnership. In this regard, following major agreements were signed/implemented during his tenure: - Early frameworks for "people-to-people" linkages were established during this period. These paved the way for the later formal Cultural Exchange Programmes that remain a backbone of the relationship today. - Treaty for Extradition of Prisoners: This established the mutual legal basis for the exchange of prisoners between the two nations. - Cultural and Educational Exchanges: Early frameworks for "people-to-people" linkages were established during this period. These paved the way for the later formal Cultural Exchange Programmes that remain a staple of the relationship today. - Economic Cooperation: His mission prioritised Belgian investment in Pakistan's nascent industrial sector. He focused on "fostering mutual interest" as defined in the 1947 Joint Communiqué, which led to the expansion of trade missions in both Brussels and Karachi. H.E. Habibur Rehman also served as Minister for Education, Information and Broadcasting and Minority Affairs (October 29, 1958 - February 17, 1960). This year’s 23rd March National Day will be observed with simplicity at all Pakistan’s Missions abroad, limited to the traditional flag-hoisting ceremony. In the light of Prime Minister’s announced austerity measures, and as a mark of solidarity with the countries and peoples of the Middle East and the wider region affected by the ongoing conflict and the tragic loss of innocent lives, National Day receptions will not be held this year. Pakistan hopes that dialogue and diplomacy will prevail, and that peace, stability and prosperity will soon return to the entire region and beyond.
