BREAKING: I’ve just obtained @DCPoliceDept 554-page investigative report detailing a sweeping pattern of misconduct tied to how crime data was handled in Washington, D.C. @7NewsDC
• Supervisors repeatedly altered police reports, often downgrading the severity of crimes
• These changes were frequently made to make crime trends appear more favorable, especially in key performance areas
• In some cases, officers changed a single report; others changed dozens, and some reclassified hundreds of reports
• In one instance, a supervisor reclassified more than 130 reports in a single district specifically to create the appearance of reduced crime
• Investigators also found cases where one individual reclassified nearly 300 reports, while another changed more than 150
What kinds of crimes were downgraded?
• Robberies → reclassified as theft or simple assault
• Assaults with weapons → reduced to minor assaults or “injured person” reports
• Carjackings → recorded as auto theft or pending cases
• Burglaries → changed to unlawful entry or minor incidents
• Theft cases → labeled as “lost property” or lower-level offenses
• Some shootings → categorized in ways that avoided counting them as violent crime
What one officer told investigators:
“It was embedded in us, engrained in us, to always seek out the lower offense. It has to be clear and obvious if it was going to be a Part One offense.”
Investigators found this was not isolated:
• The conduct spanned multiple units, districts, and several years
• Some supervisors and command staff directed the behavior
There were also accountability issues:
• Some officers gave false or misleading statements during the investigation
• Policies requiring accurate reporting and review were routinely ignored
The impact was serious:
• Public crime data was distorted
• The integrity of the reporting system was compromised
• Victims may not have received proper police service
• Public trust in policing was undermined
