The Baloch Advocacy and Studies Center (BASC) is alarmed by verified cases of enforced disappearances and extrajudicial killings of more than twenty young Baloch men and teenagers in Panjgur, Balochistan, in the last two months alone. The victims include a lawyer, students, drivers, shopkeepers, and labourers. A rapid increase in these alarming incidents occurred following public threats of “collective punishment” issued by the Chief Minister of Balochistan. These actions constitute serious violations of international human rights law, including the prohibition of enforced disappearance, arbitrary detention, and extrajudicial execution. They breach fundamental protections guaranteed under international legal frameworks, including the right to life, fair trial guarantees and legal safeguards, and protection from cruel, inhuman, or degrading treatment. Moreover, these abuses are in direct contravention of Pakistan’s obligations under the International Covenant on Civil and Political Rights (ICCPR) and the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT). BASC calls upon the Government of Pakistan to immediately disclose the fate and whereabouts of all disappeared persons, halt all unlawful detentions, and ensure transparent, independent investigations into these killings. Those responsible must be held accountable in accordance with international legal standards and Pakistan’s treaty obligations. We further urge the United Nations, international human rights organisations, and concerned governments to urgently monitor the situation in Balochistan, demand access for independent investigators, and take all necessary measures to prevent further violations. The continuing pattern of enforced disappearances and extrajudicial killings, targeting various strata of Baloch society, is a matter of grave alarm and demonstrates the urgent need for international attention. The persistent inaction of the international community has only incentivised Pakistan to continue committing such violations without fear of accountability. This must end. Furthermore, Pakistan continues to benefit from preferential trade arrangements with the European Union under the Generalised Scheme of Preferences Plus (GSP+), which is explicitly conditioned on the effective implementation of core international human rights conventions, including the ICCPR and CAT. BASC urges the European Union and its member states to rigorously assess Pakistan’s compliance with these obligations and ensure that continued preferential market access is contingent upon demonstrable improvements in human rights protections, accountability, and the rule of law. #StopBalochGenocide #BalochLivesMatter @WGEID @UN_SPExperts

On International Women’s Day, Fariba Baloch @faribabalouch1 , President of the Baloch Advocacy and Studies Center (BASC), participated in a webinar hosted by the Baloch Women Forum @BalochWF In her remarks, Fariba Baloch addressed the challenges facing Baloch women, including the situation surrounding the Baloch Yakjehti Committee (BYC), the illegal detention of its leaders, crackdowns on its members, and reports of enforced disappearances of women. She emphasised that these issues should be discussed within internationally recognised human rights frameworks. Instruments such as the International Covenant on Civil and Political Rights, which Pakistan has ratified, set clear standards for protecting women from violence and ensuring their participation in social and political life. When presenting the situation of Baloch women to international institutions, she stressed the importance of credible, evidence-based documentation aligned with these legal frameworks. Fariba Baloch further highlighted that Baloch women themselves must be represented in these discussions. She noted that advocacy becomes more effective when it includes the voices and lived experiences of the women directly affected, as international institutions often give greater weight to testimonies shared by women themselves. She added that since its inception, BASC has engaged Baloch women human rights defenders and leaders by connecting them with its advocacy network, enabling their perspectives to reach diplomats, human rights organisations, and international institutions. She also reiterated BASC’s commitment to collaboration with organisations and individuals working on Baloch human rights, emphasising that presenting the genuine voices of Baloch women to the international community is essential for meaningful and sustainable advocacy. The authorities’ continued suppression of peaceful democratic expression is deplorable. This heavy-handed approach against peaceful families expressing their concerns and seeking justice reflects a troubling intolerance for dissent and a blatant violation of their rights guaranteed under the state constitution. We are also deeply concerned about the deteriorating health of Dr Mahrang Baloch and hold the state responsible for her safety and well-being. We remain equally concerned about the well-being of the other BYC leaders. Considering the authorities' suppressive response, we believe they are reluctant to revisit their short-sighted policies and lack the serious political will to resolve the human rights crisis in Balochistan.

𝗗𝗲𝘀𝗽𝗶𝘁𝗲 𝗣𝗼𝗹𝗶𝗰𝗲 𝗖𝗿𝗮𝗰𝗸𝗱𝗼𝘄𝗻, 𝗙𝗮𝗺𝗶𝗹𝗶𝗲𝘀 𝗗𝗲𝗳𝗶𝗮𝗻𝘁𝗹𝘆 𝗦𝗽𝗲𝗮𝗸 𝗢𝘂𝘁 𝗔𝗴𝗮𝗶𝗻𝘀𝘁 𝗜𝗻𝗷𝘂𝘀𝘁𝗶𝗰𝗲 Today, a press conference was scheduled to be held at the Quetta Press Club by the families of the detained BYC leaders to protest their illegal detention and the High Court’s judgment of February 23 regarding the bail application, which had been reserved for three months. In its decision, the judge refused bail and ordered that the trial proceed before the same judge, in whom we have no trust. The Press Club authorities did not grant permission to hold the press conference inside the hall. After many attempts to secure permission failed, the families held their press conference outside the building. Even there, the police attempted to disrupt the event by pushing reporters and journalists away to prevent media coverage. Despite these obstacles and police interference, the families remained steadfast and continued their press conference outside the Press Club. This reflects a situation similar to undeclared martial law in Pakistan, where even families are not allowed to hold a peaceful press conference. International human rights organizations must take notice of these actions and hold Pakistan accountable for these serious violations of fundamental civil and human rights. This is a message to the state authorities: such suppression cannot stop the Baloch nation from standing against injustice.

Since 19 March 2025, repression in Balochistan has intensified. The imprisonment of Dr. Mahrang Baloch, Bebagar Baloch, Sibghatullah Shah Ji, Gulzadi, and Beebow Baloch reflects a broader pattern of political suppression, enforced disappearances, restrictions on political & social space, and the silencing of dissent. From 20 February to 20 March 2026, we launch a global month long awareness campaign to document, resist, and demand accountability. This is a call to conscience. This is a call to collective responsibility. This is a call to peaceful resistance. The Baloch Advocacy and Studies Center (BASC) expresses grave concern over the recent public threats made by the Chief Minister of Balochistan, Sarfraz Bugti, to collectively punish the family members of individuals accused of involvement in the Baloch armed resistance. These remarks followed recent attacks carried out by the Baloch Liberation Army on security forces and government installations across several districts of Balochistan. In a public statement, Sarfraz Bugti declared that the families of those affiliated with armed resistance would “not be allowed to live normal lives,” implying the loss of employment, detention, and denial of access to education, and health facilities. This language represents a serious abuse of public office. Declaring individuals guilty solely on the basis of kinship is unlawful, unconstitutional, and morally indefensible. Collective punishment violates both Pakistan’s Constitution and fundamental principles of justice and human rights. Targeting non-combatant civilians under the banner of counter-insurgency is not justified under any legal or ethical framework. The duty of the state is to act against individuals accused of crimes through lawful means, not to intimidate, threaten, or punish their families. This is not an isolated pattern. In our human rights report published last year, BASC documented repeated instances of state retaliation against non-combatant civilians following attacks attributed to Baloch armed resistance groups. These actions stand in stark contrast to the state’s long-standing failure to respond meaningfully to violence carried out by internationally recognised terrorist organisations operating in the region. In May 2024, following the killing of Allah Rakhiya, a close associate of the Chief Minister, in Sui, Dera Bugti, Sarfraz Bugti publicly blamed Baloch armed resistance groups, despite police confirming that the motive remained unverified. In the aftermath, 29 individuals from Dera Bugti were forcibly disappeared. By contrast, on 7 February 2024, two coordinated bombings claimed by ISIL killed at least 28 civilians in Pashto-speaking districts of Balochistan, one in Pishin and another in Qilla Saifullah. Despite the scale of these attacks, no comparable retaliatory operations were carried out by the Pakistani military, exposing a troubling double standard in the state’s response to violence. We take Sarfraz Bugti’s threats seriously, and are deeply concerned that the families of political activists risk facing systematic harassment, detention, intimidation, and collective punishment as a means of silencing voices abroad and suppressing opposition to state abuses in Balochistan. This strategy of coercion through family persecution represents a form of transnational repression and collective punishment that must be condemned. These actions send a deeply damaging message to the international community and to all those who stand for human rights, democracy, and the rule of law. This should be of particular concern to British parliamentarians and democratic institutions across Europe that engage with members of the Balochistan provincial government, including Sarfraz Bugti, under programmes of democratic governance and public spending. UK taxpayers’ money should not support officials whose actions directly contradict the principles they claim to uphold. We are deeply concerned about the abduction and torture of Mohammad Amer Dadafarin, the 21-year-old son of BASC President Fariba Balouch @faribabalouch1 , by Iranian security forces in Iranshar. This incident follows shortly after Fariba Balouch’s speech at the European Parliament in January 2026, where she highlighted state-sponsored human rights violations against the Baloch people in Iran and urged European intervention, calling for accountability for the actions of the Islamic Revolutionary Guard Corps. Targeting family members of political activists appears to be a deliberate attempt to silence opposition to state abuses against the Baloch people. We remain gravely concerned for the safety of Mohammad Amer Dadafarin and call on the international community to urgently address this serious matter, ensuring that families of political activists in Iran are protected. @UNHumanRights

We express our profound concern and unequivocal condemnation of the arrest and enforced disappearance of Muhammad Bakhsh Sajidi, father of Dr Naseem Baloch @DrNaseemBaluch Chairman of the Baloch National Movement (BNM) @BNMovement_ , along with his uncles, Naeem Sajidi and Rafeeq Baloch. They were reportedly taken from their home in Hub Chowki, Balochistan, by Pakistani military personnel on 2 February 2026. Alarmingly, no formal charges, warrants, or legal procedures have been made public since their abduction. The targeting of family members of a politically active individual solely on the basis of kinship constitutes collective punishment, a practice that is morally indefensible and universally prohibited under international law. Dr Naseem Baloch, as leader of the BNM, has been engaged in legitimate and peaceful political activity, including organising campaigns, advocating for human rights, and raising awareness of the repression faced by the Baloch people in Pakistan. Such work is protected under international legal standards, democratic principles, and is fully in line with Pakistan’s own legal framework. In contrast, the actions of the Pakistani authorities clearly violate their international obligations. Dr Naseem Baloch himself has a documented history of detention and torture in Pakistan due to his political beliefs, highlighting a disturbing pattern of intimidation, repression, and persecution of political activists and their families. The continued targeting of relatives reflects a deliberate policy of harassment through fear, violating both law and conscience. These practices appear aimed at coercing Baloch diaspora abroad into silence. We will actively challenge such actions. We therefore call for: • The immediate and unconditional release of Muhammad Bakhsh Sajidi, Naeem Sajidi, and Rafeeq Baloch • Full disclosure of their whereabouts and legal status • Accountability for all those responsible • An end to collective punishment and enforced disappearances in Balochistan We also urge the international community to take urgent notice of this case and the wider, systematic pattern of repression in Balochistan. @WGEID @volker_turk @amnestysasia

وزیر اعلیٰ سرفراز بگٹی کا یہ بیان کہ وہ بلوچ مسلح مزاحمت میں شامل افراد کے اہل خانہ کو سزا دیں گے، طاقت کا واضح غلط استعمال اور بلوچ مخالف ریاستی پالیسی کی عکاسی کرتا ہے۔ کسی بھی قانون کے تحت یا کاؤنٹر انسَرجنسی کے نام پر مسلح مزاحمت کار کے غیر جنگجو خاندان کے افراد اور رشتہ داروں کو دھمکانا، سزا دینا، یا ان کے خلاف انتقامی کارروائی کرنا جائز نہیں ہے، اور ایسا کرنا اجتماعی سزا کے زمرے میں آتا ہے، جو اپنے آپ میں غیر قانونی اور غیر انسانی عمل ہے۔ سرفراز بگٹی کا یہ رویہ بلوچ عوام کے خلاف ان کی اور انہیں اقتدار میں لانے والوں کی گہری دشمنی اور نفرت کو بھی ظاہر کرتا ہے جس کی مثالیں ہمیں ماضی میں بھی ملتی ہیں۔ قابل غور بات یہ ہے کہ انہیں عالمی دہشت گرد مذہبی شدت پسند تنظیموں اور ان کے کارندوں کی کارروائیوں پر کبھی غصہ نہیں آتا۔ مئی 2024 میں سرفراز بگٹی کے قریبی دوست اللہ رکھیہ کو سوئی، ڈیرہ بگٹی میں نامعلوم افراد نے قتل کر دیا۔ حالانکہ اس وقت پولیس کے مطابق قتل کا محرک غیر مصدقہ تھا، لیکن وزیراعلیٰ نے فوراً اس قتل کا الزام بلوچ مسلح تنظیموں پر لگایا، اور اس کے بعد میں ڈیرہ بگٹی سے 29 افراد کو جبری طور پر لاپتہ کیا گیا۔ اس ردعمل کے برعکس، 7 فروری 2024 کو بلوچستان کے پشتون علاقوں میں دو بم دھماکوں میں کم از کم 28 افراد ہلاک ہوئے۔ پہلا دھماکہ پشین میں آزاد امیدوار اسفندیار خان کاکڑ کے انتخابی دفتر پر ہوا، جس میں 16 افراد ہلاک ہوئے۔ دوسرا دھماکہ قلعہ سیف اللہ میں جمعیت علمائے اسلام کے دفتر کے قریب ہوا، جس میں 12 افراد مارے گئے۔ دونوں حملوں کی ذمہ داری داعش نے قبول کی۔ قابل غور بات یہ ہے کہ بلوچ مسلح تنظیموں سے منسوب حملوں کے بعد پاکستانی فوج عام شہریوں کے خلاف انتقامی کارروائیاں کرتی ہے، لیکن داعش کے حملوں کے بعد داعش کے مجرموں کے خلاف کوئی کارروائی نہیں ہوئی۔
