History of Muhammad Muwanga Kivumbi 1. 1973 – Born on 19 October in Butambala District, Uganda. 2. 1986 – Completed Primary Leaving Examinations (PLE) at Gombe Primary School. 3. 1990 – Obtained the Uganda Certificate of Education (UCE) from Kibuli Secondary School. 4. 1993 – Obtained the Uganda Advanced Certificate of Education (UACE) from Kibuli Secondary School. 5. 1998 – Graduated with a Bachelor's Degree in Economics from Makerere University. 6. 2003 – Earned an Associate Degree in Democracy and Development from Uganda Martyrs University. 7. 2004 – Obtained a Master's Degree in Human Resource Management from Uganda Management Institute (UMI). 8. 1990s – Began political activism, advocating for democracy, constitutionalism, and good governance. 9. 2000s – Active member of the Democratic Party (DP). 10. 2011 – Successfully became Member of Parliament for Butambala County after a court process arising from the parliamentary election. 11. 2021 – Re-elected as Member of Parliament for Butambala County under the National Unity Platform (NUP). 12. 2021–2025 – Served as Chairperson of the Buganda Parliamentary Caucus and Chairperson of Parliament's Public Accounts Committee (Central Government). 13. January 2025 – Appointed Deputy President for the Buganda Region of the National Unity Platform (NUP). 14. January 2026 – Arrested and charged over alleged election-related violence following the general elections; he denied the allegations, and the case remains before the courts. 15. This hospital was constructed during the colonial era, and since then no significant expansion or modernization has been carried out. The government should be held accountable for failing to expand and improve the hospital to meet the growing needs of the population.

Dr. Besigye's case from an economic lens In November 2024, the media woke up to the news of the abduction of Dr. Kizza Besigye and Hajji Obed Lutale from Nairobi and their subsequent repatriation to Uganda. They were arraigned before the General Court Martial and charged with various offences against the state. Following the amputation of the General Court Martial by the Supreme Court in a constitutional appeal, Besigye was, amid a hunger strike, taken before a Magistrates court. The case has dragged on till last week when he was denied mandatory bail. Many of the elites tend to show a lack of interest "in political matters" whenever such cases come up. However, Dr. Besigye's case is more of a political than a legal problem. But do we acknowledge that the abduction of Dr. Besigye and Lutale derails, to some extent, Uganda's development efforts? A case in point, the government has been urging netizens to stop portraying the country in bad light as this affects the tourist sector. Ironically, the same government abducted its own people from Nairobi on two occasions. News headlines in international media read “Uganda's opposition leader abducted from Kenya”. One rare, yet special headline read, “Husband of UNAIDS chief abducted from Kenya by Uganda's security forces”. These are the headlines that the government is urging citizens to ignore so as to keep the country's image. How do you attract tourists when you 'strategically invest' in bad publicity against yourself? I say 'invest' because the state used a lot of resources to ferry Dr. Besigye from Kenya when it could have either waited for him to bring himself or go through proper extradition procedures. For some reason, the state chose to abduct and arraign before the court Martial. That alone scares away intending visitors because it creates a general state of uncertainty for life which is key to promoting tourism. The end result is that thousands of customers are lost. Hundreds of jobs are sacrificed to please the ego of those who believe they hold vested interests in this country. Subsequent to their arraignment in court, the duo (Besigye and Lutale) have applied for bail three times. Yet this has been denied with the respective judicial officers giving no convincing legal reasons. This presents another case of bias against Uganda's judicial system. In my short time as an economic analyst, I have ascertained that many credible investors are willing to put money only in countries with credible judicial institutions. This is because credible judicial systems guarantee enforcement of Contracts, private property rights, and redress for any wrong. With headlines in international media showcasing doubt in the credibility of Uganda's judicial system, is Uganda still in the favorite destinations of investment? Global nations are competing for Foreign Direct Investment (FDI) to boost their economic growth rates. Third World countries need FDI the most yet Uganda invests in actions that repel FDI. Ofcourse this threatens efforts to bridge the employment gap. Repelling FDI at a time when URA is crying low revenue makes it seek alternative means of harvesting some more from Ugandans thus increasing the tax burden. On a third perspective, Uganda is blessed with an intellectual young force. Speaking of the legal industry as a case study, we are expanding to the field of arbitration, legal tech, and cross border transactions. A questionable judicial system is detrimental to the credibility of the legal profession in attracting cross border clientele. For example our potential to leverage on regional stability and become an Arbitration center is melting away. The most dangerous part of it is our complicity with the destructive actions of the state. We all act as though it is only a matter of politics. If Ugandan youths knew that such actions are responsible for their continuous unemployment, they would shout louder. Ahimbisibwe Bright 13.
