(@Arun_Golaya), Former OiC, Technology Development Acceleration Cell, Indian Navy (@indiannavy), argued that India-ASEAN cooperation must be reframed around clear “win-win” outcomes, without which collaboration risks becoming merely rhetorical. He cautioned against over-reliance on bilateral or trilateral formats alone, stressing that ASEAN-wide engagement must identify areas where collective value can be created. One such area, he noted, is interoperability, as ASEAN countries operate diverse military equipment ecosystems, similar to India’s experience integrating multi-origin systems, an area where India could offer significant expertise. He also highlighted secure information-sharing as a key gap, arguing that beyond existing mechanisms like IFC-IOR, there is a need for stronger, trusted, “zero-trust” style cybersecurity and communications frameworks to protect even unclassified but sensitive maritime data. Further, he pointed to limitations in current maritime domain awareness systems such as AIS and LRIT, noting inefficiencies and costs in data exchange that could be addressed through collective ASEAN-level arrangements.
